Summary

This position is located at Bureau of the Fiscal Service, Business Intelligence, Analytics & Reporting Branch. As a Data Scientist, you will lead the Fiscal Service's data program, which aims to improve the use and accessibility of data internally, for federal agencies, and the public.

Duties

Help

As a Data Scientist, you will:

  • Independently develop research studies, analyses, and projects that affect the programs and policies of the Bureau of the Fiscal Service (BFS) and other government agencies.
  • Generate insights from evaluating situational, operational, and behavioral data through the intersection of statistical, computational, and contextual domains.
  • Execute and control projects that represent an important segment of the agency's operating programs and/or projects.
  • Provide consultation to key personnel inside and outside of government, including to Federal Reserve Banks, and senior executives from major organizations and corporations involved in using federal financial data and doing business with the government.

  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé.

SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position is defined as:

Designing, developing, implementing, or modernizing advanced data science, machine learning, or artificial intelligence solutions to address complex organizational or mission requirements

AND

Applying statistical methods, predictive modeling, machine learning, natural language processing, generative artificial intelligence, or other advanced analytical techniques to complex datasets to produce actionable insights, recommendations, or decision-support products

AND

Providing technical guidance or consultation to senior leaders, program officials, technical teams, or business stakeholders on data science and artificial intelligence strategies, methodologies, solutions, performance, or associated technical risks

Education

Basic Requirements:

A- Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

or

B- Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
