SAIC is seeking a Data Operations Manager/DRRS SME to join our team in Alexandria, Virginia.

Responsibilities

Real-Time Pipeline Monitoring and Operations
  • Monitor Azure Data Factory (ADF) pipeline execution status in real time to ensure uninterrupted data ingestion, normalization, and delivery.
  • Monitor Azure Event Hubs streaming pipeline health to guarantee the performance, throughput, and reliability of real-time data sources.
  • Document all pipeline failures, conducting initial triage, identifying root causes, and executing corrective actions within established service level objectives (SLOs).

Source Integration and Connector Support
  • Support the maintenance, configuration, and optimization of source system connectors to sustain seamless data integration.
  • Evaluate and migrate direct-to-Service data feeds to Advana/WDP hosted sources to reduce daily ADS operational overhead, while actively managing intermediary broker risks and establishing fallback mechanisms to guarantee data continuity.
  • Analyze data flows and interface specifications of emerging source systems to facilitate rapid and secure onboarding of new data streams.

Data Freshness and Alert Management
  • Monitor the dedicated Data Freshness Dashboard to ensure all integrated sources adhere to expected refresh frequencies.
  • Initiate rapid troubleshooting and investigative procedures when source data is overdue by more than twice its expected refresh interval.
  • Document freshness bottlenecks and coordinate closely with the Data Operations Manager when issues require escalation to the DIO for external stakeholder intervention.

Data Quality Framework Operations
  • Conduct daily reviews of source and domain-specific data quality scores, proactively identifying trends, anomalies, or quality degradation.
  • Manage the quarantined records queue, conducting daily reviews of flagged records and preparing rapid notifications for the DIO to expedite disposition.
  • Compile and organize data quality metrics to support the production of the monthly Data Quality Trend Report for DRRS and DIO leadership.

Data Governance and Information Exchange
  • Maintain and update the DRRS metadata catalog of any system-wide data or schema modifications to ensure transparency and compliance.
  • Support monthly data lineage validations for all production data flows to verify and document the precise origin, movement, and transformation of data.
  • Support the drafting, negotiation, and management of data exchange agreements, translating operational mission needs into defined rules and technical requirements for data exchange.


Qualifications

Required Education:

Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.

Qualifications:
  • Experience: 8+ years of experience in data operations, systems analysis, data engineering support, or a closely related technical role.
  • DRRS Domain Expertise: Strong, demonstrated understanding of the Defense Readiness Reporting System (DRRS) framework, including readiness metrics (Personnel, Equipment, and Unit Readiness), reporting entities, and readiness data standards.
  • Data Flow & Architecture Expertise: Strong, demonstrated understanding of end-to-end data flows, ETL/ELT methodologies, and enterprise systems facilitating high-volume data integration.
  • Cloud Infrastructure Proficiency: Hands-on experience working with enterprise cloud environments, specifically within the Microsoft Azure ecosystem:
  • Data Quality & Governance: Familiarity with implementing data quality rules, managing metadata catalogs, and tracking data lineage in a governed enterprise data environment.
  • Analytical & Collaborative Problem Solving: Excellent diagnostic and root cause analysis skills for complex technical issues, paired with strong communication abilities to document incidents and interface professionally with external data providers, developers, and program leadership.

Additional Qualifications
  • DoD Readiness Systems (Highly Desired): Experience with the Defense Readiness Reporting System (DRRS), Defense Readiness Reporting System - Army (DRRS-A), the Navy Readiness Reporting Enterprise (NRRE), or family of systems. Knowledge of aviation platform data is a plus.
  • Relevant cloud or data certifications are a plus (e.g., Azure Data Fundamentals, Azure Data Engineer Associate, or CompTIA Security+).

  • Active Secret security clearance required
