About the Position

Dexis is seeking a Data Management and Governance Specialist to support EAP's collection, management, analysis, visualization, and use of foreign-assistance performance data. The specialist will develop practical systems and governance practices that improve data quality, accessibility, security, and use across EAP/RASP, Operating Units, and Posts. The position will work closely with M&E specialists, technical SMEs, program personnel, and Department leadership to transform data from multiple sources into reliable dashboards, visualizations, and actionable insights.

This position is contingent upon award.
Responsibilities
  • Clean, process, validate, integrate, and analyze programmatic data from multiple sources.
  • Develop and maintain data-management systems supporting data collection, storage, analysis, and reporting.
  • Establish data-governance protocols addressing quality, ownership, access, documentation, security, retention, and appropriate use.
  • Develop dashboards, infographics, data visualizations, and other decision-support tools.
  • Support the development and maintenance of data dictionaries, indicator reference materials, reporting templates, and standard operating procedures.
  • Conduct data-quality reviews and recommend improvements to data processes and systems.
  • Synthesize data into actionable insights for EAP decision-makers.
  • Support geospatial analysis and visualization when required.
  • Provide training and technical assistance to EAP personnel on data management, analysis, visualization, and use.
  • Ensure data products comply with Section 508 and applicable Department security, SBU-handling, and information-management requirements.
  • Coordinate with M&E specialists and sector SMEs to ensure data systems respond to programmatic and decision-making needs.
Minimum Qualifications
  • Master's degree or equivalent and at least five years of relevant professional experience, or bachelor's degree and at least seven years of relevant professional experience.
  • Demonstrated expertise in data management, analysis, validation, and visualization.
  • Demonstrated proficiency in Tableau, Power BI, GIS software, or comparable analytical and visualization platforms.
  • Strong understanding of data-quality standards and data-collection and analysis best practices.
  • Excellent written and oral communication skills in English.
  • Ability to translate technical data into clear, usable information for nontechnical audiences.
  • Active Secret Clearance.
Preferred Qualifications
  • Experience supporting Department of State or other U.S. Government foreign-assistance data systems.
  • Experience developing bureau-, portfolio-, or program-level performance dashboards.
  • Experience with data governance, database design, metadata, system documentation, and access controls.
  • Experience managing sensitive but unclassified information.
  • Familiarity with East Asia and Pacific foreign-assistance programming.
  • Experience training Government personnel in data interpretation and use.
