Full Job Description
Position Overview
The Data Engineer / Systems Architect serves as the primary technical Lead responsible for transforming enterprise datasets within DoD Impact Level 5 (IL5) environments, extracting them securely, and establishing a highly structured, relational data foundation within the Army 365 (A365) Microsoft Dataverse environment. This position focuses on backend pipeline development, data curation, schema linkage, and access control enforcement to support downstream Power Apps and dashboard developers.

Work Location: Camp Murray, WA (Hybrid: ~25% Onsite / 75% Telework)
Work Hours: Monday - Friday, 0600 - 1430 Pacific Time
Security Clearance / Suitability: Eligible for adjudicated Tier 1 (T1) / NACI background investigation or higher.

Key Responsibilities
  • Data Discovery & Assessment: Conduct comprehensive data discovery across Army Vantage and Advana systems to map architectures, evaluate data quality, and produce assessment reports.
  • Native Pipeline Engineering: Build automated, fault-tolerant Extract, Transform, and Load (ETL) pipelines natively within Army Vantage (Palantir Foundry) and Advana (Databricks/SQL).
  • Dataverse Architecture: Design localized data ontologies, star schemas, primary/foreign key linkages, and Entity-Relationship Diagrams (ERDs) optimized for Microsoft Power Platform performance.
  • Secure Data Egress: Deploy secure REST API, OData, or approved connector feeds linking source platforms to the target A365 Dataverse tenant using Non-Person Entity (NPE) / Service Principal authentication.
  • Data Quality & Reconciliation: Apply Master Data Management (MDM) best practices, maintain dynamic Data Quality Logs, and deploy automated reconciliation scripts to verify source-to-target record counts.
  • Security & Governance Enforcement: Enforce Role-Based Access Control (RBAC), Row-Level Security (RLS), Field-Level Security, and automated PII/PHI masking/de-identification to ensure 100% DoD IL5 compliance.
  • Lineage & Documentation: Document full transformation lineage in version-controlled repositories (Git/DevOps), maintain technical Data Dictionaries, and participate in stakeholder synchronization working groups.
Qualifications & Requirements
  • Experience: Minimum of three (3) years of comprehensive experience in enterprise data engineering, cloud architecture, and DoD systems integration.
  • Technical Expertise: Demonstrated technical proficiency operating natively across:
    • Army Vantage (Palantir Foundry)
    • Advana (Databricks / SQL)
    • Microsoft Dataverse (A365) backend architecture
  • Cyber Workforce Alignment: Compliant with DoD Cyber Workforce Framework (DCWF) work roles (e.g., Data Analyst 421 or Database Administrator 451) under DoDM 8140.03 standards.
  • Remote Access Capabilities: Able to perform remote duties via Army Enterprise Azure Virtual Desktop (AVD) utilizing CAC credentials.
