Full Job Description
We are looking for Data Analytics Manager to work within the Workforce Automation department. This position is located at 1117 Trinity Street, Austin, Texas.

WHAT YOU WILL DO:
As a Data Analytics Manager (Manager IV) within the Workforce Automation division, you will lead a dedicated team of professionals in our Data Analytics department. In this role, you will oversee department operations, establish goals and objectives, develop policies and guidelines, and set priorities, standards, and measurement tools to determine progress.

You will lead your team of dedicated data analysts in extracting, monitoring, and visualizing actionable data for an assortment of workforce programs. Your team will build the business intelligence products that guide division leadership decisions and support program improvements through evaluation and analysis. Data Analytics also assists by developing systems to streamline data collection and maintain secure, collaborative virtual work.

YOU WILL BE TRUSTED TO:
- Lead Technical Teams: Direct end-to-end operations, whether managing data compilation and visualization pipelines, or overseeing system design, vendor relations, and user-acceptance testing.
- Collaborate with Stakeholders: Coordinate input from internal and external stakeholders-including executive management, program staff, and local workforce development boards-to align automation and data analytics tools with business needs.
- Drive Strategic Planning: Work alongside division leadership to develop and execute both long- and short-term operational goals, identifying modernization and enhancement opportunities.
- Manage Project Lifecycles: Plan and implement enhanced business and automation initiatives, adhering to sound development standards to ensure deliverables meet quality standards and receive proper signoffs.
- Ensure Accountability & Quality: Develop, implement, and maintain performance accountability and quality assurance processes, help-desk Service Level Agreement (SLA) tracking, and technical best practices.
- Coordinate Across Divisions: Act as a key liaison to TWC's Information Technology Division and other internal teams to prioritize, schedule, and implement critical metrics and system updates.
- Develop Talent & Resources: Motivate, coach, and develop team members, prepare and evaluate annual budget requests, and carefully monitor department expenditures.

YOU ARE A GREAT FIT WITH:
Knowledge of:
- Best practices in data analysis, data integrity, reasonability testing, and quality assurance.
- Relational databases and structured query languages (SQL).
- Data analytics software and visualization tools (such as Power BI, Tableau, Advanced Excel, and SQL Server Management Studio).
- Diverse system applications designed to manage job seeker and employer needs, including tracking client participation in training, upskilling, internships, and apprenticeships.
- The Microsoft Office 365 application suite.

Skill in:
- Supervising, coaching, and motivating technical and support staff to meet department performance goals.
- Managing relationships with external IT vendors, developers, and diverse stakeholders to establish detailed business requirements and system modification requests.
- Creating administrative reports, dashboards, and specialized research projects involving statistical, financial, or policy analysis.
- Establishing priorities, standards, and measurement tools to monitor department functions and ensure projects are delivered on-time and within scope.
- Coordinating program activities and implementing innovative ways for staff to work more efficiently and be better organized.
- Preparing and delivering presentations, reports, and strategic recommendations to executive leadership.
- Balancing competing priorities and requests in a high-demand environment.
- Writing complex SQL queries and utilizing programming languages like Python for data analysis and process automation.
- Utilizing and administering SharePoint and building workflows using Microsoft Power Platform (Power Automate, Power Apps, Forms).

Ability to:
- Work effectively in a fast-paced, cross-functional environment.
- Communicate proactively and transparently with leadership, teams, and internal/external stakeholders.
- Identify operational bottlenecks, evaluate alternatives, and implement creative, technical solutions.
- Think outside the box to recommend innovative systems or analytical approaches to challenges faced by the division.
- Develop and maintain excellent collaborative working relationships across the agency and with external partners.
- Stay informed of emerging technologies, legislative changes, and workforce programs that affect TWC.

YOU QUALIFY WITH:
- Five years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year and six months of which must have been in an administrative management or supervisory capacity.
