Full Job Description

Amentum is seeking a Cybersecurity & Network Operations Manager to lead, secure, and modernize the Launch and Test Range System (LTRS) network baseline for the Space Force Range Contract (SFRC). This high-impact role combines technical team leadership, hands-on network operations, and rigorous Risk Management Framework (RMF) governance to ensure maximum uptime and security during active launch windows.

Essential Functions

  • Lead a high-performing cyber/network team to support increased LTRS expansion and Third-Party Developer (TPD) workloads including provision and manage communications services requested by TPDs, including the deployment, tracking, and management of NSA-approved cryptographic and COMSEC encryption devices without degrading launch support.
  • Conduct technical performance reviews and lead Kaizen strategy sessions, tabletop exercises, and continuous training. Hold team members accountable for collaboration efficacy and technical execution in high-pressure operational environments.
  • Translate strategic SLD 45 cyber requirements into actionable, measurable team objectives, directly aligning daily boundary defense and vulnerability management tasks with overarching Continuous ATO (cATO) and RMF targets. Guarantee 100% team compliance with DoDD 8140.01 / DoDM 8140 (IAM/IAT Level II & III) standards.
  • Establish and enforce rigorous technical and schedule performance standards for eMASS package processing, credentialed scanning (ACAS), and STIG compliance, specifically tailored for active launch windows.
  • Mandate and evaluate cross-functional collaboration as a primary performance metric, ensuring cyber personnel are actively integrated into all Systems Engineering Integrated Product Teams (IPTs).
  • Establish and drive joint quarterly goals with SLD 45 Stakeholders, Government Mission Defense Teams (MDT), and range schedulers to reduce operational friction during continuous monitor scanning and Incident Response (CSSP) operations.
  • Guide the team in successfully negotiating technical security constraints (e.g., PED authorizations, enclave whitelisting) with external developers and Delta squadrons to enable seamless system integration and testing.
  •  Direct day-to-day network operations, troubleshooting, and maintenance of the LTRS network baseline, ensuring maximum uptime for launch mission support.
  • Maintain and secure the LTRS network boundary defenses, implementing robust access control lists (ACLs), firewall configurations, and intrusion detection systems.
  • NIPR/SIPR enclave connectivity, webserver/website whitelisting, and routing configurations in coordination with Space Launch Delta Cybersecurity and Communications Offices.
  • Plan, schedule, and optimize developer access to range network and storage systems to facilitate system testing while minimizing operational downtime.
  • Migrate and manage System Security Plans (SSPs) in eMASS; convert legacy packages to RMF to maintain ATO, cATO, IATT, and ATC.
  • Design and propose out-year network modernization, program spend plans, and cyber-hygiene baselines to SLD 45 stakeholders.
  • Navigate Unified Cross Domain Management Office (UCDMO) processes for secure cross-boundary data transfer.
  • Execute the DoD Cybersecurity Service Provider (CSSP) and Defensive Cyber Operations (DCO) Computer Incident Response Plans (CDRL A081) in coordination with the Government Mission Defense Team (MDT) and TPDs.
  • Oversee testing and deployment of patches in response to GENADMIN, TASKORD, OPORD, and FRAGORD directives. Hardened network hardware utilizing DISA STIGs, SRRs, and NSA guidelines.
  • Facilitate and support Cybersecurity Working Groups (CSWGs) and provide expert feedback to cross-functional engineering and networking teams.
  • Other duties as assigned

Required Qualifications & Experience
  • Bachelor’s degree in Network Engineering, Cybersecurity, Computer Science, Computer Engineering, or a related STEM discipline.
  • 5 years of progressive professional experience combining Cybersecurity Engineering and Enterprise Network Operations (preferably within a DoD, aerospace, or military range operational environment).
  • Experience directly managing, mentoring, and scaling technical teams in complex, fast-paced, and operational environments.
  • Technical knowledge of TCP/IP, VLANs, routing protocols (OSPF, BGP), switching, network firewalls, network management tools, and cyber tool kits.
  • Proficient knowledge of DoDI 8510.01, NIST SP 800-53, and Risk Management Framework (RMF) workflows.
  • Experience using eMASS, ITIPS, or EITDR database systems for RMF package maintenance and artifact management.
  • Hands-on experience executing network vulnerability scans (e.g., ACAS/Nessus), analyzing SCAP compliance, and applying DISA Network Security Technical Implementation Guides (STIGs).
  • Must be a U.S. citizen with an active DoD Secret Security Clearance and the ability to obtain a Top-Secret clearance.
  • Must possess a baseline DoD 8570/8140 IAM/IAT Level II or III certification (e.g., CISSP, CISM, CASP+, or Security+) or meet DoDM 8140 foundational qualification standards.
  • Valid U.S. Driver's License.
  • Willingness and flexibility to work occasional non-duty hours, shift work, or weekends to support critical launch windows and mission requirements.

Preferred Qualifications

  • Direct experience managing security boundaries, NIPR/SIPR connectivity enclaves, and IA enabled hardware/cryptographic/COMSEC equipment within the Launch and Test Range System (LTRS) operational environment.
  • Prior experience implementing cATO frameworks.
  • Experience working directly inside or with a military Security Operations Center (SOC) or Mission Defense Team (MDT).
