Under broad guidance, the Cybersecurity Analyst supports HRSD ITD in maintaining IAM control technologies, including Identity Governance and Administration (IGA), Access Management, and Privileged Access Management (PAM), to secure user, application, service, and privileged access across the enterprise. This includes administering identity governance functions such as user lifecycle management, entitlement reviews, and access certifications (IGA); supporting RBAC, SSO, MFA, federation, and identity integrations across workforce and customer identity access (Access Management); and administering and monitoring platforms that secure, control, and monitor privileged accounts and elevated access (PAM). The Analyst applies core cybersecurity principles to identity security, ensuring the confidentiality, integrity, availability, authentication, and authorization of digital systems, while monitoring identity-related events and access activity to detect and respond to anomalous behavior and potential threats. The Analyst collaborates with HRSD's managed security services partners, IT Operations, and application owners to resolve identity issues and mitigate risk, and notifies designated managers, incident responders, and service provider teams of suspected incidents in accordance with the organization's cyber incident response plan. Finally, the Analyst maintains IAM and access control runbooks and playbooks and supports provisioning and deprovisioning during elevated risk events for the insider threat program.

Job Requirements
Education

Required
• Bachelor's degree in computer science, cybersecurity, or related discipline, or an acceptable combination of education and experience to meet this expectation
• Education equivalency equals two years of directly related professional experience for every year of education not completed. The stated experience is in addition to any experience used to meet the education equivalency.

Experience

Required
• 4 years of experience supporting cybersecurity or identity services in a small-to-mid-size, multi-site organization (1000+ employees)
• Experience with IAM administration, access provisioning, role management, authentication technologies, or directory services
• System administrator or cyber analyst experience with identity-focused controls and access governance
• Broad functional knowledge of information assurance and identity security concepts

Desired
• Experience working with Microsoft Active Directory / Entra ID / Linux identity services
• Experience securing access within industrial control system environments (SCADA or DCS)
• Familiarity working with Managed Security Services Providers
• Experience with IAM or PAM platforms (e.g., Azure AD/Entra ID, Okta, SailPoint, CyberArk, Beyond Trust, Delinea, or similar)

Licenses and Certifications
• IAPP, ISC2, ISACA, CompTIA, or Microsoft Identity relevant certifications in good standing
• Driver's License from state of residence
