CWMD Computer Programming Subject Matter Expert (SME)

Position Summary

The CWMD Computer Programming SME provides advanced technical expertise in the development, operation, maintenance, enhancement, and integration of Countering Weapons of Mass Destruction (CWMD) Modeling & Simulation (M&S) systems and software solutions. This position directly supports mission-critical hazard prediction, sortie generation, operational planning, and risk management capabilities associated with chemical, biological, radiological, and nuclear (CBRN) environments.

The SME develops and sustains modeling applications, simulation platforms, analytical tools, and visualization products supporting operational decision-making, mission planning, threat analysis, and real-time situational awareness. The position requires extensive expertise in software engineering, scientific programming, simulation technologies, operational analysis, and secure systems integration within DoD and national security environments.

The individual serves as a senior technical authority supporting current and future CWMD M&S products including systems such as VLSTRACK, HPAC, JEM, and related hazard prediction and sortie generation platforms.

Key Responsibilities

Modeling & Simulation Operations and Sustainment
  • Operate, maintain, troubleshoot, and enhance existing CWMD Modeling & Simulation (M&S) products supporting hazard prediction, operational planning, and sortie generation missions.
  • Support current and future M&S systems including:
    • VLSTRACK
    • Hazard Prediction and Assessment Capability (HPAC)
    • Joint Effects Model (JEM)
    • Sortie generation models
    • Hazard duration risk management tools
  • Maintain operational availability, performance, and reliability of M&S applications and associated databases.
  • Analyze model outputs and simulation data to support operational planning, mission execution, and risk mitigation activities.
  • Support integration of evolving threat models, environmental factors, operational parameters, and mission variables into simulation environments.
  • Maintain and update hazard duration risk management tool databases and associated data repositories.
  • Support the development and integration of AI/ML-enabled analytical capabilities to enhance hazard prediction accuracy, threat characterization, and operational impact forecasting.
  • Apply predictive analytics techniques to evaluate operational trends, mission impacts, environmental conditions, and hazard propagation scenarios.
  • Assist in the development of data-driven models supporting risk assessments, force survivability analyses, and operational decision support.
  • Evaluate and validate AI-enabled simulation outputs to ensure operational relevance, model integrity, and mission applicability.

Custom Software Development
  • Design, develop, test, deploy, and maintain custom modeling, simulation, and visualization applications supporting CWMD operational requirements.
  • Program new analytical and visualization tools to depict complex systems including:
    • Aircraft generation flow
    • Chemical agent behavior
    • Hazard dispersion
    • Operational mission timelines
    • Resource allocation and operational impacts
  • Develop scientific and analytical software solutions using common programming languages including:
    • Python
    • C++
    • Visual Basic
    • Java
    • C#
  • Develop graphical interfaces, dashboards, automation utilities, and data visualization tools supporting operational decision-making.
  • Implement scalable and modular software architectures to support evolving mission requirements.
  • Develop simulation interfaces and APIs supporting interoperability across operational and analytical systems.

Systems Integration & Technical Engineering
  • Integrate modeling and simulation products across classified and unclassified environments.
  • Support interoperability between CWMD systems, operational platforms, sensor systems, intelligence repositories, and external mission partner systems.
  • Develop data ingestion, transformation, and processing capabilities supporting simulation inputs and operational analytics.
  • Support cloud-enabled and hybrid computing environments for simulation processing and operational analytics.
  • Assist with modernization efforts for legacy modeling systems and software architectures.

Data Analysis & Visualization
  • Develop advanced visualization products to improve operational understanding and mission planning.
  • Analyze large operational and simulation datasets to identify trends, operational impacts, and performance metrics.
  • Support geospatial and environmental data integration into modeling environments.
  • Develop dashboards and graphical products supporting leadership situational awareness and operational decision support.

Cybersecurity & Compliance
  • Ensure software development and simulation platforms comply with DoD cybersecurity requirements, RMF standards, and secure coding practices.
  • Support vulnerability remediation, software patching, and cybersecurity compliance activities.
  • Participate in Authority to Operate (ATO) and continuous monitoring efforts.
  • Maintain compliance with applicable NIST, DoD, and Intelligence Community security standards.

Technical Leadership
  • Serve as senior technical advisor on modeling, simulation, and software engineering initiatives.
  • Provide technical recommendations regarding system modernization, automation, architecture improvements, and emerging technologies.
  • Provide technical guidance to developers, engineers, and analysts supporting M&S operations.
  • Participate in software development, sprint planning, peer reviews, configuration management, and DevSecOps activities as applicable to the assigned environment.
  • Support customer briefings, technical reviews, operational demonstrations, and engineering working groups.

Required Qualifications

Education
  • Bachelor's degree in Computer Science, Software Engineering, Modeling & Simulation, Applied Mathematics, Engineering, Physics, Data Science, or related technical discipline.
  • Equivalent military or operational experience may be considered in lieu of formal education.

Experience
  • 12+ years of experience in software engineering, modeling & simulation, scientific programming, or systems engineering.
  • Experience supporting DoD, CWMD, CBRNE, or national security mission environments.
  • Experience developing and sustaining simulation systems and analytical software applications.
  • Experience supporting operational planning systems, hazard prediction tools, or mission analysis environments preferred.
  • Experience working within classified or secure operational environments preferred.
  • Experience developing and implementing AI/ML-based code preferred.
