Cadmus seeks qualified candidates to expand its growing portfolio of work at the intersection of cybersecurity and government solutions. The Critical Infrastructure Cybersecurity Leader isa key role in our Federal Operating Group and will lead client delivery, business development, and serve as the company’s cybersecurity expert across a range of federal and utility accounts focused on water, infrastructure, and emergency management. The successful candidate will bring broad cybersecurity expertise and a versatile skillset to provide direct client support to government and commercial clients. The successful candidate will have the experience and creativity to grow the portfolio, deliver high-priority client work, and the ability to lead staff in a highly matrixed organization.

TheCritical Infrastructure Cybersecurity Leader will collaborate withBusiness Development, Bid and Proposal, and Marketing teams to build, manage, and growprograms. The preferred candidate will havesignificant experienceleading or serving in a leadership role on major contracts or programs in the Federal Civilian or utility (preferable water) market and will havedemonstratedexperience leading and winning new cybersecurity contract opportunities. The candidate will bring deep relationshipsincivilian agencies such as EPA, CISA, DHS, FEMA, DOE and DOT, with preference for experience in the water, wastewater and/or energy sectors.
Responsibilities
- Serve as the senior technical expert overseeing cybersecurity projects and programs, including technical, financial, operations, and reporting
- Supervise multi-disciplinary teams ofstaff, partners, and subcontracts to execute client engagements and win new business
- Serve as the company’s cybersecurity expert for government and commercial clients and as a thought leader at external events
- Ensure high quality and responsive delivery of services under contracts and achieve exceptional client ratingsfor services performed under major contracts
- Help clients secure SCADA, industrial control systems (ICS), and broader operational technology (OT) environments used in utility and infrastructure operations
- Conduct vulnerability assessments and translate findings into operational impacts for key government and utility stakeholders (e.g. executives, operators, engineers)
- Lead initial evaluation of and understanding of penetration testing and identification of resolutions to enhance an organizations overall cyber posture
- Conduct ICS/OT network mapping, secure configuration reviews, segmentation assessments, and incident response planning tailored to government and utility environments with legacy and proprietary technologies
- Evaluate or implement cybersecurity controls for infrastructure systems, including remote access security, authentication/authorization, asset management, patching constraints, and monitoring/logging solutionsappropriate forOT networks
- Provide incident response planning, tabletop exercise, and response support to government and utility environments
- Support andadviseclients on cybersecurity governance, policies, training
- Support and lead business development efforts in partnership withBusiness Development team and key account leads
- Mentor and develop junior and mid-level staff in technical delivery
Qualifications
- Master’s Degree or PhD in a relevant field, preferably Computer Science, Information Technology, Cybersecurity, or Information and SCADA Systems
- Minimum 10 years ofdemonstratedexperience serving as a lead cybersecurity expert supporting major contracts or programs with similar responsibilities to this job’s requirements for government and/or utility clients
- Minimum 10 years of staff and team management experience
- Consulting or other relevant experience in the infrastructure sector with preference for experience in the water sector with government clients such as EPA, Army Corps of Engineers, or utilities. Other relevant infrastructure or regulated sector experience such as energy, transportation, and telecom is also acceptable.
- Candidate should be a Certified Information Systems Security Professional (CISSP)
- One or more relevant cybersecurity certifications such as CompTIA Security+, CompTIA Cybersecurity Analyst+, Certified Information Security Manager (CISM), Certified Ethical Hacker (CEH), or other relevant certifications
- Experience building,leadingand mentoring teams of consulting staff
- Demonstrate excellent communicationand presentation skills toestablishinterest, credibility, and trust
- Ability to earn U.S. Government securityclearance and/or Suitability requires U.S. citizenship
- Occasional travelrequired
Preferred Qualifications:
- Knowledgeof ICS/OT protocols, architectures, and vendor platforms commonly used in water sector utilities
- Familiarity with EPA, DHS/CISA, and state regulatory expectations for water sector cybersecurity, with the ability to guide utilities inpreparing foraudits, compliance reviews, and federal/state-funded cybersecurity improvement initiatives
- Experience buildingand improvingCyber Capacity of Water/Wastewater Agency Response Network (WARN) Programs
- Knowledge of cybersecurity frameworks and standards, including NIST CSF, NIST SP 800-82, AWWA Cybersecurity Guidance & Tool, EPA sanitary survey cyber requirements, andWaterISAC15 Cybersecurity Fundamentals
- Experience analyzing AI implications for utility system cybersecurity
- Proven business development experience with Federal Civilian Agenciesor utility clients
- Proficiencyin languages other than English

The minimum starting salary for this position is $143,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
