OverviewThe AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.
ResponsibilitiesThe candidate's primary responsibility will be serving as a program and maintenance requirements analyst providing direct contractor support for the trilateral security partnership between Australia, the United Kingdom (UK), and the United States (AUKUS). The primary focus of this role is heavily centered on analyzing, developing, and managing the submarine maintenance program requirements for establishing and sustaining the Pearl Harbor Naval Shipyard Detachment Stirling (PDS) at HMAS Stirling in Western Australia.
The candidate will ensure that maintenance capabilities and infrastructure are fully prepared and scaled to support the Forward Deployed Naval Forces (FDNF) SSNs operating out of HMAS Stirling as part of the Submarine Rotational Force - West (SRF-W) initiative. This involves acting as the primary liaison working directly for U.S. Pacific Fleet (COMPACFLT) N43 Fleet Maintenance Officer to ensure Type Commander (TYCOM) requirements are satisfied. Furthermore, the candidate will be responsible for ensuring that all Joint Fleet Maintenance Manual (JFMM) requirements for the Fleet Commander are strictly adhered to throughout the maintenance lifecycle of deployed assets. Secondary responsibilities involve integrating strategic planning milestones (, IOS, FOS), supporting expeditionary docking demonstrations (SWARM), and establishing foundational environmental compliance frameworks for in-water services.
Areas of Focus- Maintenance Program Development (Primary Focus): Serve as the primary analyst supporting COMPACFLT N43 in establishing and sustaining Pearl Harbor Naval Shipyard Detachment Stirling (PDS) at HMAS Stirling. Ensure all maintenance capabilities, infrastructure requirements, and workforce integrations are aligned to support FDNF SSNs.
- Maintenance Integration & Execution: Integrate extensively with PHNSY detachment integration teams in Hawaii, participating in regularly scheduled planning and execution meetings. Monitor work availability execution, track maintenance milestones, and identify potential risks to the SRF-W operational timeline.
- JFMM & Readiness Compliance: Ensure the Fleet maintains compliance with Joint Fleet Maintenance Manual (JFMM) requirements across all planned and emergent maintenance availabilities. Facilitate Readiness Line of Effort (LOE) coordination across Operations, Facilities, and Engineering OPRs.
- Expeditionary Maintenance & SWARM: Plan and build up demonstration requirements necessary to support an expeditionary SSN docking (SWARM event) at HMAS Stirling. Schedule and integrate build-up demonstration events onto operational calendars.
- Strategic MRO Alignment: Review national and combatant command-level strategic documents regarding posture, maintenance, repair, and overhaul (MRO) locations, base services, and logistics to ensure alignment with U.S. policy and COMPACFLT plans.
- Environmental Maintenance Compliance: Develop procedures for hazardous waste management, in-water hull cleanings, and sonar dome/bilge water discharges during maintenance periods, ensuring U.S. Navy and Australian environmental regulations are upheld without setting unintended precedents.
- Executive Reporting: Develop and maintain background papers, executive briefing materials, and regular progress reports for leadership on the status of PDS establishment, maintenance readiness, SWARM milestones, and JFMM compliance.
QualificationsRequired Qualifications- Bachelor's degree from an accredited institution and 5+ years of DoD experience; ideally within the submarine force or naval maintenance communities
- Deep understanding of naval maintenance protocols, specifically the Joint Fleet Maintenance Manual (JFMM)
- Knowledge of U.S. military operational planning, maintenance policy development, and organizational structures
- Able to prepare written documentation to transfer information about concepts, policies, or technical requirements to audiences with varying levels of technical knowledge as well as skill in clearly and effectively conveying information verbally and in writing to senior leaders
- Active SECRET (or higher) security clearance and the ability to maintain it throughout employment
Desired Qualifications- Demonstrated experience in naval maintenance program management, specifically related to submarine maintenance, repair, and overhaul (MRO)
- Direct experience with Pearl Harbor Naval Shipyard (PHNSY) operations, detachment planning, or expeditionary maintenance operations
- Experience working on or with a major military staff (e.g., Fleet, TYCOM, or combatant command), including cross-directorate coordination
