Summary

Summary 

Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Instructional Systems Designer.  The Instructional Systems Designer is responsible for designing, developing and evaluating curriculum in accordance with the Instructional Systems Design model, Standard Operating Procedures, and Federal Law Enforcement Training Accreditation (FLETA) standards. This position requires the incumbent to work closely with other program offices, subject matter experts, multimedia specialists, and distributed learning designers to design and develop lesson plans, student materials, and instructional media.  The position is based at the U.S. Department of State, Foreign Affairs Security Training Center (FASTC) in Blackstone, VA.

 

Essential Functions 

  • Applies principles of Adult Learning Theory to the design of all training materials;
  • Designs, develops and or edits lesson plans, presentations, activities and other course material;
  • Designs and develops curriculum  based on sound  Instructional Systems Design principles;
  • Identifies appropriate training delivery mechanisms;
  • Identifies training gaps and makes recommendations to minimize or eliminate training gaps;
  • Conducts needs assessments;
  • Develops learning goals and objectives;
  • Monitors courses and instructors against performance criteria
  • Performs course evaluation;
  • Develops, maintain and ensure adherence to a course development schedule during the development cycle
  • Stays current on policy, law and technology changes, as well as skill requirements and office directives to ensure up-to-date curriculum
  • Assists curriculum management by maintaining all curriculum records, scheduling curriculum reviews, conducting curriculum reviews, making recommendations for updates and changes, and tracking revision history;
  • Evaluates pilot courses to ensure that they conform to Training and Performance Standard Operating Procedures, FLETA accreditation and adult education standards;
  • Provides weekly updates of course activities to the curriculum manager;
  • Provides the necessary support and guidance to achieve and retain all FLETA accreditation requirements for the Program Office;
  • Manages multiple projects with overlapping timelines;
  • Participates in every facet of the Instruction Design process with supervision and guidance;
  • Employee will require supervision and has limited opportunity to exercise independent judgment and initiative in the line of work.

Work Environment 

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 

 

Physical Demands 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. 

 

Position Type/Expected Hours of Work 

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.  Evening and weekend hours required, as required by business need. 

 

Travel 

Occasional local travel (Washington DC area and mid-VA) may be required.

 

Experience 

  • Four (4) years of experience in curriculum design and development.

 

Education  

  • Bachelor's degree with a concentration in adult learning, education or curriculum development

 

Additional Eligibility Qualifications

  • Specialized knowledge or professional experience in several of the following: instructional systems design, education and adult learning principles, cooperative learning, programming and authoring tools;
  • Must be familiar with standard concepts and practices in training and course development;
  • Demonstrated experience working in all five phases of the Instructional Systems Design model preferred;
  • Excellent writing, proofreading and design skills to develop training course materials;
  • Must possess excellent written and spoken use of the English language;
  • Strong interpersonal and organizational skills; and attention to detail;
  • Must be proficient in the use of Microsoft Office Suite (MS Word, PowerPoint and Excel);
  • Familiarity with SharePoint preferred.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.

 

Security Clearance 

Must be a US citizen and possess or be able to obtain/maintain a SECRET clearance (A TOP SECRET clearance may be required)

Compensation and Benefits

The expected compensation range for this position is $95,000 to $102,000 per year negotiable depending upon education and experience.
