Cost Price Analyst

Operating as a mid-level to senior analysts, you will design formula-driven cost models and evaluate the reasonableness and realism of high-value contractor proposals to ensure optimal, defensible business outcomes. This position offers a distinct opportunity to shape the financial architecture of major federal programs. You will lead comprehensive cost/price evaluation efforts-utilizing advanced techniques like forecasting, learning curves, and regression analysis-while directly supporting government negotiation teams during complex, high-stakes meetings. Hiring for these positions is contingent upon successful contract award.

Key Responsibilities
  • Perform cost/price analysis for assigned programs, including sole-source proposals, source selection activities, and post-award support.
  • Provide cost/price assistance related to acquisition planning, cost proposal spreadsheet template development, and policy/training.
  • Provide advice based on unique acquisition requirements, overarching strategy, higher-level DoD guidelines, and federal regulation policy.
  • Serve as an expert advisor to contracting staff, acquisition managers, PCOs, and contract specialists on all pricing policy matters.
  • Serve as an expert advisor on financial aspects of acquisition programs, including highly complex research and development, pre-production, production, and services requirements.
  • Provide expert assistance for acquisition strategy and solicitation development to obtain timely, responsive cost proposals that facilitate efficient and effective government analysis.
  • Coordinate to establish timely schedules for the accomplishment of pricing support and to ensure target dates to acquire, correlate, and analyze data are met.
  • Evaluate the reasonableness and realism of contractor proposed pricing and underlying quantitative aspects of proposals (e.g., resources and rates) utilizing various methods (e.g., forecasting, learning curves, and regression analysis).
  • Ensure compliance with regulatory requirements regarding individual cost elements and overall pricing arrangement.
  • Interpret and implement new pricing concepts, regulations, and methods.
  • Provide written cost analysis reports, briefing charts, and MS Excel workbooks documenting analysis and recommendations.
  • Lead, define, manage, and integrate the overall cost/price evaluation effort.
  • Coordinate with technical and field pricing personnel to obtain expert advice for consideration in developing the negotiation objective position.
  • Provide expert guidance and mentoring to junior price/cost analysts and contract specialists in cost and price analysis methods, application, and documentation.
  • Support the government negotiation team, which may require immediate interpretation of pricing data and advice on the cost impact of extremely complex, detailed concepts during difficult or controversial negotiations and meetings.

Qualifications
  • Minimum of a Bachelor's degree in Finance, Business Administration, or a closely related field.
  • Experience for various levels requires a minimum of five (5) - ten (10) years of performing cost/price analysis, evaluating proposals, project control analysis, and cost accounting.
  • Demonstrated experience developing fully integrated, formula-driven MS Excel cost models.
  • Experience utilizing advanced analytical methodologies, including forecasting, learning curves, and regression analysis.
  • Active Secret Clearance Required.

Preferred Qualifications
  • Prior experience with a DoD buying activity, DCAA audit experience, and/or cost/price analyst, proposal analyst, project control analyst, or cost accounting role within a DoD environment.
  • Alternative preferred experience as a cost/price analyst for a civilian agency executing assisted acquisitions on behalf of DoD activities.
  • Minimum of eight (8) years of experience conducting cost/price analysis of complex cost-type proposals for major systems development and production in a sole-source environment.
