Duties:

The purpose of this position is to provide technical and professional support in the area of cost estimating to ensure realistic project development, formulation and successful execution. Projects range from simple to very complex, and are located in a variety of climatic conditions, wide range of elevations and geographic regions.The incumbent is responsible for the direct preparation of construction cost estimates, reviewing and validate cost estimates in the early project scoping phase to develop project funding requests. The incumbent, on occasions as requested, will review and validate construction cost estimates prepared by others, such as A/E consultants, architects and engineers in the regional FM Division and Parks at various stages of project design and construction, review contractors? cost offers/proposals for reasonableness and realism, and prepare fully supported counter arguments and negotiation memos when necessary.
  • Early Project Development - Projects are primarily complex and/or high value that often require multi-disciplinary approach to scoping needs, developing planning level construction cost estimates that take into account National Park Service standards of practice in addition to general industry standards to ensure adequate budget requests and successful project completion. 80%
  • General - Provide guidance to other region and park staff on cost estimating best practices. 20%

  • Overnight travel: 1-3 trips per year of 3-5 day duration
  • Air travel anticipated: 1-3 trips per year of 3-5 day duration, a mix between air and car travel
