  • Maintain up-to-date cost databases and apply historical benchmarks for validity of estimates.

Full Job Description
Position Description

JPI is seeking a Cost Estimator to support a federal client in project management and business operations initiatives. This role supports both the Facilities Infrastructure Evaluation and Master Plan CLINs, providing detailed cost breakdowns by system, building, and priority level to enable DHS decision-making and capital planning. The Cost Estimator ensures all estimates are consistent with federal cost estimating standards and DHS budget planning requirements.

Responsibilities Include:
  • Develop detailed construction cost estimates for repair, replacement, and rehabilitation of building systems identified through Facilities Condition Assessments, categorized by system type, building, and urgency level.
  • Prepare lifecycle cost analyses and cost-benefit assessments for capital planning, consolidation scenarios, and deferred maintenance remediation.
  • Support Master Plan development by providing capital cost projections, phased investment schedules, and funding strategy inputs.
  • Develop cost estimates for Building Automation System upgrades, including hardware, software, installation, commissioning, and ongoing maintenance.
  • Prepare budget estimates for real estate transactions, space reconfiguration, and workplace modernization efforts.
  • Review and validate cost data submitted by subconsultants or other team members for accuracy, completeness, and consistency.
  • Apply and maintain current cost databases, RS Means data, historical project cost benchmarks, and market pricing to ensure estimate validity.
  • Provide cost data in formats compatible with DHS systems including Excel, PDF, and CMMS integration.
  • Prepare cost summary sections of FCA reports, including prioritization matrices and recommended action cost breakdowns.
  • Participate in QA/QC review of all cost deliverables prior to submission.


Requirements

  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, Quantity Surveying, or a closely related field.
  • Minimum of 7 years of experience in construction cost estimating for federal facilities, institutional campuses, or complex multi-building environments.
  • Demonstrated proficiency with industry-standard estimating tools and cost databases (e.g., RS Means, Uniformat, MasterFormat, Timberline/Sage).
  • Experience preparing estimates across multiple building system types including mechanical, electrical, civil, structural, and architectural.
  • Proficiency in Microsoft Excel and ability to produce cost deliverables in formats compatible with federal financial and asset management systems.
  • Ability to obtain and maintain a required security clearance

Preferred Requirements
  • Certified Cost Professional (CCP) or Certified Estimating Professional (CEP) from AACE International.
  • Experience with GSA or DHS federal facility cost estimating standards and project delivery.
  • Familiarity with P100 (Facilities Standards for the Public Buildings Service) and UFC (Unified Facilities Criteria) cost frameworks.
  • Experience developing parametric or model-based estimates for campus-scale capital programs.
  • Knowledge of OMB Circular A-11 capital planning and budget formulation processes.
