Full Job Description
SpecPro Sustainment and Environmental (SSE) is seeking a Cost Engineer to support the Naval Facilities Engineering Systems Command Southeast (NAVFAC SE), Production Design Construction Division (PDC4) at Naval Air Station Jacksonville, FL.

The Cost Engineer will provide professional cost engineering support for the planning, design, construction, and maintenance of facilities for the Navy, Marine Corps, and other supported commands. Projects may include MILCON, new construction, renovations, demolition, maintenance, and facility improvement projects.

Duties/Responsibilities:
  • Provide cost engineering support for the planning, design, construction, renovation, and maintenance of Federal facilities.
  • Develop and review construction cost estimates and analyze project cost, labor, and material requirements.
  • Evaluate cost estimates and construction contract change orders and provide recommendations.
  • Support project planning, budgeting, design, and construction using knowledge of engineering and architecture as they relate to cost.
  • Coordinate with project stakeholders and multidisciplinary architectural and engineering teams.
  • Prepare written analyses, findings, recommendations, and presentations.

Required Skills/Abilities:
  • Minimum of five (5) years of professional cost engineering experience for new construction, including renovation cost engineering experience.
  • Strong knowledge of construction cost estimating and professional cost engineering principles and practices.
  • Ability to analyze project cost, labor, and material requirements and evaluate cost estimates and contract change orders.
  • Knowledge of DoD and Navy cost engineering criteria and policies.
  • Experience with Autodesk software, Microsoft Office products, cost engineering software, and other applicable DoD systems.
  • Strong written and oral communication skills.

Preferred Qualifications:
  • Certified Cost Professional (CCP) or DoD Certified Cost Engineer (CCE).
  • Three (3) to five (5) years of prior experience in the design and/or construction fields.
  • Knowledge of budgeting, planning, and project management techniques.

Education and Experience:
  • Minimum of five (5) years of professional cost engineering experience required.
  • Bachelor's or master's degree from an ABET- or NAAB-accredited program in Electrical Engineering, Mechanical Engineering, Civil Engineering, or Architecture is desired.
  • Considerable hands-on design experience is desired
