Summary

Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities.

Serves as the Deputy Administrator of the branch and assist the Administrator, Community Reentry Affairs Branch in the development and monitoring of assessment, skills building and reentry strategies in the BOP institutions and contract facilities and coordination of efforts to implement reentry skill development initiatives across BOP divisions.

Coordinate with the Training and Staff Development section in the development of institutional, probationary, in-service, and mandatory training programs and evaluation of the adequacy of such training.

Responsible for developing strategies to provide oversight, direction, training, monitoring for the institution and regional Reentry Affairs Coordinators at all BOP locations and to measure the effectiveness of their efforts.

Develops assessment, skills building and reentry strategies and services for federal offenders.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-13 and GS-14: There is no substitution of education for specialized experience for this position.

Experience:

GS-13 and GS-14: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment.

Experience must also have demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.

Some examples of this qualifying experience are:

GS-13:

  • Experience valuating institutional programs and initiatives by reviewing performance metrics, stakeholder feedback, and compliance data, and recommending targeted strategies that improve program effectiveness and alignment with policy requirements.
  • Experience overseeing the development, implementation, coordination, and monitoring of First Step Act programming, ensuring policy compliance, accurate needs assessments, and consistent delivery to improve rehabilitation and reentry outcomes.
  • Experience managing Volunteer Services Program activities and strategically engaging volunteers to expand institutional programs and services, improving access to educational, religious, and reentry-focused opportunities for incarcerated individuals.


GS-14:

  • Experience developing assessment tools, skill-building curricula, and comprehensive reentry strategies and services for incarcerated individuals, applying extensive knowledge of policy and procedures related to unit and case management, inmate programming, institution administration, and offender supervision to strengthen institution-wide release preparation outcomes.
  • Experience coordinating and validating documentation for evidence-based programs and practices to support resource justification, inform executive level decision-making, and guide consistent program application across correctional facilities.
  • Experience working with a wide range of external partner agencies (including the judiciary, Offices of Probation and Pretrial Services, Housing and Urban Development, Health and Human Services, Department of Justice (DOJ), Internal Revenue Services, Department of Labor, Department of Education, Veterans Affairs, faith-based and non-profit agencies, colleges and universities) to design and lead joint training sessions, conferences, or workshops that strengthen inter-agency collaboration,

The representative rate for this position is $158,306 per annum ($75.85 per hour)

NOTE: Reimbursement is authorized for travel and transportation for this position.

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.

To regain coverage, individuals must return to a position with "primary" coverage.

Current Federal Law Enforcement Employees:

Completion of the mandatory courses "Introduction to Correctional Techniques (ICT) Phase I and Phase 2 II" is a condition of employment for this secondary law enforcement position. Employees who have not yet completed ICT Phase I and II will be required to do so after entering the position. This requirement does not apply to non-law-enforcement positions.

Eligibility for secondary law enforcement coverage is determined in accordance with applicable regulations. Coverage may be attained through any qualifying federal law enforcement o??icer service that meets the definitions in 5 U.S.C. 8401(17) and satisfies the conditions in 5 CFR 842.803.
