Full Job Description
Position Summary

This position acts as the Institution comptroller in areas of fiscal operations, budget preparation and financial oversight of all Racine Youthful Offender Correctional Facility (RYOCF) allocated funds. Responsibilities involve supervising assigned staff and administering all phases of institutional management services programs including accounting, fiscal control, budget preparation and development, purchasing, food service, information technology, communications, housekeeping, laundry, vehicle maintenance, and building & grounds development, maintenance and repair. Developing and coordinating institution management services policies and programs with other programs within the institution and division. Assists the Warden and Deputy Warden of the institution in policy determination and planning programs, operations, budgetary requirements, and utilization of facilities. Maintains records, makes reports and performs related work as required.

Salary Information

This position is in pay schedule/range (81-02) with an annual salary of $100526- $113318, plus excellent benefits. Pay on appointment for current state employees may vary according to the applicable pay transaction provisions of the Compensation Plan, Wisconsin Administrative Code, and statutes. A 2-year Career Executive trial period is required.

Qualifications

The qualifications listed below will be evaluated in the first step of the selection process and must be clearly described in the letter of qualification :

Minimally qualified applicants will have experience:
  • Management of budget and fiscal operations, including budget development and implementation, purchasing, and financial management (i.e. pertaining to programs, salaries/overtime, equipment)
  • Leadership or supervision of staff (interviewing, hiring, assigning/reviewing work, conducting performance evaluations, etc).
  • Development and implementation of policies and procedures for an office, unit, department, etc.

In addition to the above, well qualified applicants will have experience:
  • Establishing performance standards for management services (i.e. business office, food service, maintenance, etc) to include review and evaluation to ensure objectives are met.
  • Experience with participating in multi-disciplinary leadership meetings.
