Reporting directly to the President & Chief Executive Officer, the COO serves as the Authority's principal operating executive, providing strategic leadership for housing operations, property management, resident services, maintenance, compliance, procurement, capital improvements, and organizational performance. This executive will help guide one of Texas' premier housing authorities through an exciting period of redevelopment, operational improvement, and organizational transformation.

Requirements
Required qualifications include:
• Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Finance, Urban Planning, Real Estate, Management, or a closely related field.
• Minimum of ten (10) years of progressively responsible executive leadership experience in public housing, affordable housing, local government, or a similarly complex organization.
• At least five (5) years of experience managing multiple operational departments with responsibility for organizational performance and strategic initiatives.
• Proven success implementing strategic plans, leading organizational change, improving operational performance, and developing high-performing teams.
• Excellent communication, relationship-building, and executive leadership skills.
Preferred qualifications include:
• Master's degree in Public Administration, Business Administration, Urban Planning, Management, or a related field.
• Certified Public Housing Manager (CPHM), Public Housing Manager (PHM), or comparable professional certification.
• Experience leading affordable housing redevelopment initiatives, mixed-income communities, or public-private partnerships.
• Experience working closely with governing boards, elected officials, developers, and community organizations.
• Demonstrated experience leading Housing Choice Voucher, Public Housing, affordable housing operations, or comparable public-sector programs.
