The Corporate Manager, Asset Management, reports to the Corporate Director, Capital Management and Finance Projects, and is responsible for leading the development, implementation and evaluation of the Provincial Health Services Authority (PHSA) and its agencies capital assets and related deferred capital contributions from all sources. Ensures accurate accounting and reporting for all capital expenditures, disposals, transfer and associated deferred capital contributions as part of the PHSA's financial reporting process. The Corporate Manager is accountable for the reporting process provided to various groups including the Lower Mainland Facilities Management (LMC), Information Technology (IT), and the Ministry of Health (MOH). The Corporate Manager has specialized expertise and has extensive communication with various key PHSA members and external parties as well as external auditors. Provides leadership and guidance to staff coordinating the completion of month end and year end reporting of capital expenditures, transfer, and disposals. This role is also responsible for the financial reporting of numerous construction and IT projects, which involves working closely with internal senior staff, external vendors, MOH staff, other health authority staff and external auditors.
What you'll do - Provide guidance, supervision and leadership to designated staff establishing clear definitions of responsibility, reviewing workload assignments and adjusting schedules according to workload to ensure levels meet operational requirements. Identify learning needs for team members and conducts employee performance reviews. Investigate work and staff issues and where necessary initiate disciplinary action up to and including termination.
- Ensure accurate accounting for all capital expenditure, disposals, transfers and related deferred capital contributions from several external agencies and other affiliated organizations by reviewing and approving complex entries completed by the clerks and follow up to resolve accounting issues or problems.
- Work closely with Business Applications and solicits support as required to maintain the PeopleSoft Asset Management Software Application. Is an expert in educating and assisting all members within PHSA, on financial issues affecting capital expenditures, disposals and transfers. Assist with ongoing maintenance, integrity and ensures additional entries of PHSA are included. Provide training and updates for key users based on client needs.
- Review and approve the applicable account reconciliations and journal entries, and monitor the preparation of files. Report all capital additions/disposals/transfers and deferred capital contributions for the current year to OCG in accordance with the PSAS and MIS Guidelines.
- Responsible for providing timely reports for project managers based on their individual reporting needs and acts as the key contact on internal and external audits by liaising with audit managers and provide auditors with required information.
- Lead or participate in the development of policies and procedures over the PHSA's capital asset expenditures. Participate in the development and evaluation of departmental goals and objectives consistent with customer needs and the mission and strategic plans of Finance and the PHSA.
- Identify new initiatives, policies, procedures and internal controls in area of responsibility through analysis and contact with peers within and outside the organizations. Participate as required on internal and external committees.
What you bringQualifications
- A level of education, training and experience equivalent to a Professional Accounting designation such as a CA, CGA, CMA with seven to ten (7-10) years of recent, related experience within a large organization with increasing levels of responsibility. Requires strong technical accounting skills and excellent supervisory skills.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
- Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Financial Services contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

- Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular Full-Time
Salary Range: $90,770 - $130,481 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
