POSITION PURPOSEThe Corporate Compliance Manager provides day-to-day leadership to oversee and coordinate SAFE Credit Union's compliance with current laws and regulations. The Compliance Manager will play a critical role in developing and maintaining SAFE's Compliance Program to effectively manage compliance risks for the credit union. In this highly collaborative role, the Compliance Manager supervises a professional Corporate Compliance team and serves as trusted compliance advisor for all business lines, ensuring compliance & regulatory risk tolerances fall within parameters determined by the Board of Directors. Duties include carrying out responsibilities in accordance with the organization's policies and applicable laws, including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
ESSENTIAL FUNCTIONS AND BASIC DUTIES- Assist the VP Corporate Compliance & Governance to mature the compliance management system.
- Deliver second-line support through proactive oversight, clear guidance, and practical solutions to manage compliance risks-ensuring adherence to laws, regulations, and policies, and empowering teams to serve members with integrity and trust.
- Demonstrate and maintain a broad knowledge of applicable laws and regulatory requirements.
- Manage compliance risk by monitoring and evaluating the credit union's compliance processes and facilitate the identification of and evaluation of risks.
- Oversee the development of appropriate and diligent responses and remediation plans when regulatory issues and concerns are identified.
- Educate and coach leadership, and compliance staff in responding to risks.
- Respond to internal and external auditor and examiner requests and questions regarding credit union's compliance
- Work with leadership to address self-identified or audit-related compliance issues, conduct root-cause analysis, assess risk, document incidents, and provide recommendations for resolution.
- Advise leadership of operational impacts of trends and changes developing in the legal and regulatory landscape.
- Oversee compliance testing of policies and procedures to manage and mitigate risks.
- As assigned, participate in advocacy and grass roots efforts and update Management and the Board
- Oversee the tracking of regulatory changes, compliance training, and compliance tasks to completion.
- Provide compliance support to leadership for the implementation of new and regulatory changes, as necessary, and serve as project manager for compliance projects and initiatives.
- Respond to and coordinate leadership requests for compliance consultations.
- Assist in the identification of compliance training objectives and perform reviews of training content.
- Develop and maintain a library of compliance resources and provide informational assistance as requested.
- Assist in distributing and tracking compliance with CFPB and NCUA Guidance (Letters, Risk Alerts, Regulatory Alerts, and Accounting Bulletins).
- Support the VP, Corporate Compliance & Governance with duties to oversee maintenance of the Board Policies, including drafting and publishing board policies, board resolutions, and motions.
- Oversee compliance review for marketing and advertising materials, and consumer-facing communications.
- Participate in new product and service development and provide input regarding compliance concerns relevant to proposed and current products and services offered by the credit union.
- Develop, participate in, and review proposed changes to credit union policies and procedures for compliance with applicable regulatory and consumer/public interest laws, rules, and regulations, and provide recommendations for any necessary changes.
- Support development of forms, contracts, agreements, and disclosures to ensure compliance with applicable laws, rules, and regulations.
- Interface with legal counsel to ensure that the policies, procedures, terms, and conditions set forth in forms, contracts, agreements, and disclosures are accurate, complete, meet the needs of, and properly protect the credit union.
- Manage litigation tracking, reporting and coordination of legal counsel and provide support to business litigation case owners (including arbitration claims and individual and class action civil lawsuits).
- Support the Record Retention Program by maintaining centralized retention schedules for teams and conducting annual meetings to discuss retention practices and concerns.
- Serve as Privacy Officer and manage SAFE privacy programs required by state and federal laws including CCPA, GLBA, and TCPA.
- Develop training objectives, materials, and content to train vendor owners and staff on privacy policies and sharing practices.
- Serve on the Vendor Risk Committee as a voting member and subject matter expert; to ensure privacy sharing practices at the credit union are adhered to when evaluating third-party relationships.
- Assist with development and maintenance of a centralized complaint management system.
- Coordinate response of escalated member complaints and resolve concerns, as directed by VP, Corporate Compliance & Governance.
- Develop compliance objectives, standards, and goals with the VP, Corporate Compliance & Governance.
- Train and instruct compliance staff in job requirements. Coach team members to meet deadlines, objectives, and team standards. Report exceptional performance issues to the VP, Corporate Compliance & Governance.
- Schedule work assignments of Corporate Compliance staff. Coordinate and control workflow to meet daily deadlines and clear backlogs. Ensure work is accurate, complete, and documented.
- Prepare and manage Corporate Compliance budget and coordinate Enterprise Risk Office (ERO) budget variance reporting and reforecasting duties for all ERO teams.
QUALIFICATIONSEducation/Certification:- Bachelor's degree from a four-year college or university
- Credit Union Compliance Expert (CUCE) certification and other preferred advanced certifications such as Certified Regulatory Compliance Manager (CRCM) in regulatory compliance or privacy or NAFCU Certified Compliance Officer (NCCO) from the National Association of Federally Insured Credit Unions.
Required Knowledge: - 8+ years of compliance management experience with a proven track record of leadership and successfully managing a team while executing complex compliance-related projects and initiatives (minimum 6 or more years in a financial institution environment)
- 10+ years of experience with deep knowledge of regulatory compliance
