In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA's Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Coordinator, Employee Services Manages, plans, and directs designated staff in Employee Services, to ensure accurate services to employee such as onboarding to off-boarding life events as well as payment of wages and benefits for all employees; manages operations and resources and ensures that the financial requirements for the Canada Customs & Revenue Act, union collective agreements and the auditors are met efficiently while maintaining a customer service focus.

Reporting to the Manager, Payroll Customer Service, the Coordinator, Payroll Customer Services is responsible for the administration and coordination of work activities for Payroll operations. The Coordinator manages payroll clerks and ensures that all processes are executed appropriately and in a timely manner. The Coordinator is primarily responsible for the hiring, training, coaching/mentoring and performance management of the team by interviewing and making selection decisions, scheduling staff, coordinating work assignments, evaluating employee performance, investigating work and staff issues, addressing grievances and where necessary, initiating disciplinary action up to and including termination in conjunction with the Manager, Payroll Customer Service. The Coordinator oversees payroll processing in accordance with applicable legislations and several collective agreements which cover multiple unions and excluded terms and conditions.

What you'll do
  • Manage the day-to-day activities of the assigned areas of Employee Services by determining priorities, coordinating and scheduling work based on department priorities; develop processes and methods for project implementation resulting from strategic initiatives and ensure that initiatives are carried out in accordance with the goals, policies and vision of the Provincial Health Services Authority (PHSA).
  • Develop short and long range goals and objectives for the assigned areas of Employee Services, in collaboration with the Manager; manage the annual budget for the designed area, monitor and report expenditures, complete variance analysis and make recommendations for budgetary adjustments; work collaboratively with the Manager in budget preparation.
  • Develop, modify, implement and administer standards and procedures to ensure that employee services practices are compliant with all applicable legislation, union collective agreements, in accordance with PHSA's policies; evaluate and implement changes to improve services, simplify workflow and improve integration with the other financial groups; develop procedure manuals for use both within and outside the department to ensure standard practices across PHSA and the services provided to clients..
  • Manage the human resource function for the assigned areas of Employee Services including selecting, directing, motivating, and evaluating staff to ensure effective performance of duties; promote, discipline and initiate staff termination; orient staff, develop and implement appropriate staff development and retention plans; ensure compliance with current human resources standards and procedures.
  • Develop quality programs for managers and timekeepers to ensure compliance with legislation, collective agreements and audit requirements for payment of wages; develop training, teaching plans, and information sessions aimed at Managers and timekeepers for the purpose of timekeeping and reports interpretation.
  • Develop and implemens system audits to ensure compliance with legislation, collective agreements and audit requirements to prevent overpayment of wages and benefits that would result in an employer liability.
  • Develop and implement benefit reconciliation procedures to ensure accurate coverage for employees, prevent over-coverage, and ensure that payments are processed correctly and timely, in compliance with the government policies and collective agreement requirements.
  • Maintain the in-house computerized HR/Payroll system or assigned portions of the system to ensure that the onboarding and off-boarding life events and payment of wages comply with provincial and federal government legislation, union collective agreements, in accordance with PHSA's policies.
  • Ensure the quality of service for the assigned areas of Employee Services and maintains related Quality Assurance Programs.
  • Ensures the accuracy of bi-weekly payrolls, benefits, deductions, assessments and allowances payable. Investigates and reports errors for correction and ensures system documentation is kept up-to-date and in compliance with governmental requirements.
  • Checks and reviews payroll reports to ensure accurate output on a bi-weekly basis. Assists in responding to payroll inquiries from clients and team members.
  • Responsible for applicable legislative reporting and overall compliance.
  • Hires, evaluates and promotes continuous learning for staff, fosters the conditions for team effectiveness and promotes, assesses and improves staff productivity. Determines related training and orientation requirements and ensures team members acquire necessary skills and performance attributes in line with business and personal development needs. Manages and resolves staff issues initiating disciplinary action up to and including termination, participates and addresses grievances as necessary and manages the performance and workflow of the team.
  • Accountable for ongoing management of effective client service relationship in area of responsibility and acts as main point of contact.

  • A level of education, training, and experience equivalent to a Bachelor's Degree in Business Administration, Finance, HR, or related discipline and five (5) to seven (7) years of payroll or HR experience in a large complex multi-union environment, including one (1) year supervisory experience, or an equivalent combination of education, training and experience.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Employee Records and Benefits Management contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

Job Type: Regular Full-TimeSalary Range: $88,990 - $127,923. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan.
