The Opportunity:
CACI is seeking an experienced Mission Assurance lead supporting the Army DCS, G-6, Network Command, Control, Communications, and Computers (C4) Services Integration (NC4SI) Directorate Continuity of Operations Program (COOP). NC4SI provides comprehensive planning, analytical, operational, policy, technical and management services at The Pentagon, Washington D.C. and Ft. Belvoir, VA.

Responsibilities:

• Develop and/or provide recommendations in the development of COOP policies, directives, IT Designs, COOP compliance and coordination. Ensures that Army policies governing IT aspects of emergency management programs complies with regulatory requirements and legislation mandates.
• Assists in the development of goals, objectives, long-and short-range plans, procedures and operations for implementing, maintaining, monitoring, and evaluating the effectiveness of Army and HQDA emergency communications architecture
• Participate and support HQDA COOP IT domain governance boards and able to support multiple working groups
• Collaborate with DOD stakeholders and provide senior level briefings to Army and DOD leadership on Army’s COOP efforts and initiatives.
• Provide COOP subject matter expertise in the development of COOP Operations Plan (OPLAN), Devolution Plan, and Mission Essential Functions
• Coordinates the mobilization of necessary equipment, communications capabilities, and personnel to enable COOP communication capabilities during emergencies, exercise and COOP designated events
• Provide action officer support in the management of Army and Joint taskers. Must be knowledgeable on the Army staffing process and able to maintain and track taskers in the Army Enterprise Task Management Software Solution (ETMS2).
• Conduct detail coordination with Reserve Components and other agencies such as Federal Emergency Management Agency, Department of Homeland Security and other Federal, State, and local emergency service providers to support Defense Support for Civil Agencies (DCSA) mission.
• Develop briefing slides, meeting notes, Executive Summaries, White Papers, SOPs, detailed instructions, after-action reports, lessons learned critiques, and operational summaries as required
• Evaluates and analyzes the current state of available resources and make recommendation to the acquisition of required capabilities to meet immediate requirements for emergency service.
  

Qualifications:

Required: 

• Excellent oral and written communication skills to effectively interact with varying audiences and stakeholders at the executive level
• Active Top Secret / Sensitive Compartmented Information (SCI) security clearance
• Education – Bachelor's degree or higher from an accredited institution
• Experience – 5+ years of relevant professional experience; At least 3 years of relevant IT experience in S-3 operations, network operations center, or similar support role
• Former Operations military field grade officer, warrant officer, or senior non-commissioned officer with a minimum of 5 years recent relevant specialized experience in IT, signal or cyber.
• Expert-level proficiency in the Microsoft Office Suite, with a particular emphasis on Teams, Word, PowerPoint, and Excel.
• Proven ability to work independently with minimal supervision on high-visibility tasks for Army senior leaders.
• Experience reporting Army readiness metrics at a minimum at the company level.
• 2 Years Experience managing, tracking, responding and closing official taskers in task management tool (ETMS2/CATMS)
• Strong attention to detail; Able to discover relevant data, understand the context it is being used, and apply experienced analysis to turn data into useful information

• Army-specific experience and flexibility to perform and communicate at the General Officer levels of the Army
• Former Army Operations officer, warrant officer, or senior non-commissioned officer
