We are seeking an experienced
COOP/Emergency Management Lead -(LNO) to serve as the primary point of coordination between DISA J6 leadership and external mission partners to ensure uninterrupted execution of mission-essential functions during emergencies and all-hazard incidents. This position operates on the Pentagon JNOSC watch floor as a Continuity Operations Manager and J6 Battle Staff member, advises leadership on activation of continuity plans, facilitates emergency communications, and synchronizes organizational response.
To be considered, you MUST HAVE an active
DoD Top Secret clearance with SCI eligibility (required). You MUST be local to the
NCR for full-time onsite work at the
Pentagon.
Key Responsibilities- Serve as the primary DISA J6 ITSCM Liaison and watch officer to the DISA J6 Joint Network Operations and Security Center (JNOSC).
- Provide Continuity Operations Manager presence on the JNOSC watch floor as a J6 Battle Staff member in an active-active and/or active-standby environment within the Pentagon Reservation.
- Monitor and coordinate emergency, continuity, crisis, and mission-impacting events and exchange IT/communications status with JSSC, DJOC, JNOSC, the Pentagon/Raven Rock Operations Center, and other Federal, state, and local agencies.
- Provide situational-awareness reports to the J6 Director, J63 Enterprise Operations, and the NMCC Liaison Officer, and provide weekly COOP readiness reports via the DoW COOP Portal.
- Participate in interagency conference and VTC calls, providing timely recaps to the JNOSC Battle Captain and J63 Enterprise Operations.
- Attend the morning standup operations briefing; initiate and facilitate J6 Senior Management Team bridge calls; and maintain awareness of outages affecting J6 operations.
- Monitor and update the DoW COOP/COG Portal and provide COOP IT readiness reports via the Pentagon Readiness Reporting System, DCCM, and SECWAR Communications.
- Perform inventory and uptime checks on J6 shared IT endpoints within designated customer facilities and report real-time operational readiness.
- Execute alert notifications for outages/incidents affecting the Pentagon and J6 customers; support NSSE and emergency-management events; and coordinate exercises.
- Produce AARs after exercises and real-world events; coordinate and update the DISA J6 DRP; and provide meeting minutes and ITSCM updates.
Minimum Qualifications:Education: Associate of Applied Science (AAS) in Emergency Management, Emergency Management and Homeland Security, or Emergency Response and Operations; or two (2) recent years of documented experience relevant to the position.
Clearance: Active Top Secret with SCI eligibility (required) and U.S. Citizenship
Certifications: DHS/FEMA National Continuity Programs Level 1 (NCP) Continuity Excellence Series (CES) Level I
Required Experience:- Service as a Watch Floor Liaison Officer / JNOSC Battle Staff member.
- Continuity operations and emergency management in an IT environment similar in complexity and size to this order.
- Ability to work independently and in a team setting and to analyze/interpret reporting from multiple sources to produce coordinated crisis responses.
- Coordinating continuity operations, emergency management, disaster response, and crisis-management activities.
- Developing and documenting day-to-day processes and procedures; receiving and communicating emergency messages and making appropriate notifications.
- Adaptability - keeping the JNOSC Battle Captain and Emergency Planning Coordinator informed as situations evolve.
- Excellent oral and written communication, including communicating technical subjects to non-technical staff.
- Ability to provide surge support for national special security events and to support shift work.
