Contracts Specialist

Location: MacDill Air Force Base, Tampa, Florida
Work Schedule: 100% Onsite
Clearance Requirement: Active Top Secret (TS) Clearance Required

Position Overview

The Contracts Specialist provides acquisition and contract management support to Government stakeholders by assisting with contract administration, modifications, documentation development, and compliance oversight. This position serves as a key liaison among Contracting Officers (KO), Contracting Officer's Representatives (COR), program personnel, and contractors to ensure contractual actions are executed accurately, efficiently, and in accordance with applicable regulations and policies.

Essential Duties and Responsibilities
  • Support the Government in the preparation, coordination, and execution of contract modifications.
  • Serve as a liaison between the Contracting Officer (KO), Contracting Officer's Representative (COR), and vendors to facilitate contractual actions and resolve contract-related issues.
  • Provide advisory support and consultation regarding contractual requirements, milestones, and responsibilities.
  • Track and monitor contractual actions to ensure timely and compliant execution.
  • Assist in the development, preparation, review, and maintenance of acquisition and contract documentation, including:
    • Statements of Work (SOW)
    • Statements of Objectives (SOO)
    • Performance Work Statements (PWS)
    • Pricing documentation and structures
    • Contract Data Requirements Lists (CDRLs)
    • Program and contract reports
    • DD Form 254 (Department of Defense Contract Security Classification Specification)
  • Support acquisition planning efforts, program strategy development, source selection activities, proposal reviews, and contract administration functions.
  • Utilize Government systems, databases, and web-based portals to track, organize, and maintain contractual and programmatic documentation.
  • Review contractor-submitted deliverables to verify accuracy, completeness, and compliance with contractual requirements.
  • Assist in identifying and mitigating contractual risks and compliance issues.

Required Knowledge, Skills, and Abilities
  • Working knowledge of Federal acquisition regulations, policies, and procedures, including familiarity with FAR and DFARS.
  • Ability to interpret and apply Standard Operating Procedures (SOPs), Internal Operating Procedures (IOPs), and contractual guidance.
  • Strong analytical and problem-solving skills with the ability to research, validate, and assess data and documentation.
  • Excellent written and verbal communication skills.
  • Ability to collaborate effectively with Government personnel, contractors, and cross-functional stakeholders.
  • Strong organizational skills and attention to detail with the ability to manage multiple priorities in a fast-paced environment.
  • Proficiency in Microsoft Office applications and Government contract management systems.

Required Experience
  • Minimum of eight (8) years of experience supporting Federal acquisition, procurement, contract administration, budgeting, and/or financial management activities.
  • Experience supporting Department of Defense (DoD) programs preferred.
  • Familiarity with Government budgeting, planning, execution, and resource management processes.

Education
  • Bachelor's degree from an accredited college or university preferred.
  • Relevant experience may be substituted for a degree on a year-for-year basis.

Security Clearance
  • Active Top Secret (TS) clearance is required and must be maintained throughout employment.
  • Eligibility for access to classified information and Government systems is required.
