Job Description

Position Summary: The Contracts Manager is responsible for the full lifecycle management of government and commercial contracts, supporting military installations, base operations, logistics, and infrastructure services across Guam and surrounding regions. This role provides ensures full compliance with federal regulations while addressing the unique operational, logistical, and cultural aspects of an offshore (OCONUS) environment.

Key Responsibilities:
  • Contract Lifecycle Management
    • Manage all phases of contracts from proposal development through award, administration, and closeout
    • Draft, review, and negotiate contract terms, modifications, and agreements
    • Ensure contracts align with company policies and customer requirements
    • Serves as point of contact with Contracting officer, Contracting Officer Representatives and company management.


  • Compliance & Regulatory Oversight
    • Ensure compliance with: FAR (Federal Acquisition Regulation), DFARS (Defense Federal Acquisition Regulation Supplement), and Company policies and legal requirements
    • Monitor contract performance for compliance risks and recommend mitigation strategies
    • Prepares and disseminates to company management information regarding contract modification, negotiation and monitors for compliance.
    • Prepare for and support DCAA/DCMA audits and inspections, as well all federal audits and corporate audits


  • Proposal & Business Development Support
    • Support capture and proposal teams with contract strategy and pricing structures
    • Review RFPs, RFQs, and RFIs for contractual risk and compliance
    • Provide guidance on terms, conditions, and business risks during bidding


  • Negotiation & Risk Management
    • Provides oversight, guidance and interpretation on technical matters for proper contract acquisition and compliance in accordance with legal requirements, customer specifications and statement of work
    • Lead negotiations with government contracting officers, subcontractors, and partners
    • Identify and mitigate financial, legal, and operational risks
    • Advise leadership on contractual obligations and liabilities
    • Shall have full authority to act for the Contractor on all matters relating to this contract with oversight from the Project Director and Business Director
  • Contract Administration
    • Manage post-award activities, such as administration and implementation of contract requirements, modifications, deliverables tracking, and Subcontract management
    • Maintain accurate contract records and documentation
    • Manages contract oversight on costs, budget, and schedule utilizing compiled data, historical information, charts, graphs, worksheets, review of scope of work requested etc.
    • Advises management of contractual obligation, analyzing and interpreting federal government regulations.
    • Prepares progress and other reports; develops and tracks subcontract risk assessment; advises of contractual rights and obligations and means to mitigate contractual and program risks; compiles and analyzes data; and maintains historical information.


  • Stakeholder Collaboration
    • Work cross-functionally with: Program Managers, Finance, Legal, and Procurement teams
    • Provide training and guidance on contract requirements and compliance
    • Provides customer liaison.


  • Subcontractor performance management and reporting
    • Administers post-award of critical subcontracts, terms and conditions, non-disclosure and service agreements.
    • Coordinates and resolves supplier or subcontractor inquiries, scope of work (SOW) interpretation problems, payment problems, claims, disputes, requests for information, the submission of data items required by the contract and closure activity at subcontract award.
    • Reviews documents and correspondence, cost structure estimates of material, equipment services, performance requirements and delivery schedules to ensure accuracy and completeness.
    • Manages subcontractors and participates in cost estimates or proposal preparation, subcontract negotiation, provide contract administration, and customer contract activities
    • May be assigned a full range of office level administrative duties including preparing and initiating correspondences, presentations, and maintaining sensitive program data.

  • Shall act on behalf of the Business Director as a delegate during periods of absence.


Qualifications and Skills

Qualifications and Skills:
  • Education:
    • High school diploma, or equivalent.
    • Bachelor's degree, preferably in Business Administration/Management, Law, Finance or related field, based on a four- year course of study from a U.S. accredited college, university, or institution or an equivalent ABET- accredited college or university program
    • Strong background in U.S. Government Contracting
    • OR a minimum of five (5) years of progressive work experience in contracts administration or equivalent. Typically 8-15+ years of experience in contracts management
  • Familiarization and experience with Federal acquisitions Regulations (FAR) and Defense Federal Acquisitions Regulations (DFAR), and other regulatory contract compliance requirements.
    • Familiarity with Base Operating Service (BOS) Contracts or similar Department of Defense contracts
  • Excellent communication (oral, written, and presentation) and interpersonal skills with individuals at all levels of the organization
    • Ability to communicate effectively, at all levels of the organization
    • Strong negotiation and analytical skills
  • Ability to interpret complex contract language and administer/train workforce
    • Excellent risk assessment and problem-solving skills
  • Shall be on-site during the Government's regular working hours and shall be available on-site within two hours after the Government's regular working hours
  • Work can include classified or sensitive projects, requiring security clearance
  • Desired:
    • Master's degree in business administration/management, Law, Finance or related field
    • Experience in handling large, complex contracts (defense, logistics or engineering services)
    • Certifications: Certified Professional Contracts Manager, Certified Federal Contracts Manager, NCMA or similar professional certifications
    • Experience in MAXIMO, Costpoint and SAMS Entity Management

  • Cost estimate backlog: 95% submitted as scheduled
  • Cost estimate turnaround and modifications: 95% w/in 10 days
  • Contracts records management and SOPs: 100% current w/in 10 days
  • Subcontract service level agreement: 95% achievement
  • Vendor performance score: 90% (quality, timeliness, safety, compliance, customer satisfaction rating 4.5 or higher)
  • Vendor engagement and reviews: 100% quarterly


Reporting Structure:
  • Reports to Business Director/ Annex 0200 Program Management
  • Supports: Program Managers, Capture Managers, Executive Leadership
