Full Job Description

The Procurement Contract Manager is responsible for managing the full lifecycle of procurement contracts, including sourcing, negotiation, administration, compliance, and closeout activities. This role ensures that contracts and procurement activities comply with federal regulations, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), while supporting business objectives and minimizing contractual risk. Back up and supervise Buyer(s) as needed.

Responsibilities
  • Support Programneeds through compliant procurement and vendor contract management, providing a clear communication channelbetween the Business Management officeandthe subcontractorfor operational concerns, contractual issues, and changes in scope.
  • Supervise Procurement activities to ensurecontract compliancein accordance withFAR/DFAR and other Government agency specific regulations.
  • Monitor and manage all subcontractsthroughday-to-dayoversightand directiontoassigned procurement staff, communication with operational supervisors/managers,and shops.
  • Ensure compliantapplication and use ofDeltekCostpointProcurement module
  • Support training and development of program procurement personnel and processes.
  • Initiate, enter, assign,oversee,and own site procurementprocessesand workflow.
  • OverseeVendor and SubcontractA/R and A/P:
    • Approval of vendor and subcontract invoices
    • Ensure subcontract/vendor payments are processed correctly and intimelyfashion.
    • Monitor billing and payment status ofsubcontractor invoices.
    • Track contractual obligations and deliverableson Prime contract and subcontracts
    • Purchase Card (PCard)administration 6 coordinate newPCardapplications, update charge codes in US Bank system, and work withCorporatePCardadministrator andA/P to upload cycle data, audit monthlyPCardpackagessubmittedby card holders on sitefor cost allocation accuracy and compliance.
  • Assistproject team with:
    • Identifyingand analyzing project risk
    • Development and execution of internal and externalvendor reviews
    • Monitor funding status of subcontracts.
    • Contract Closeouts.
  • Contracts / Pricing:
    • Review and analyze contracts, subcontracts, and agreements to ensuretheymeet financial and reporting requirementsin support of program
    • Assistancewithvendor and subcontractpricing and historical data collectionas needed
    • Maintain project files on SharePoint includingpurchase orders, subcontracts, invoices, leases and agreements.
Qualifications
  • Bachelor7s degree in Business or Project Management related field preferred.
  • 6+ years experience providing procurement and subcontracts support for government contracts.
  • Deltek/CostPoint experience and proficiency.
  • MS Excel and Office products proficiency.
  • Track record of delivering well-organized and accurate work with strong written and verbal communication skills.
  • US Citizen with ability to pass a thorough background check.
  • Proven ability to work well with accounting, contracts, and project personnel to accomplish tasks and objectives.
