Job Description:

GDIT's Federal Civilian division is seeking a Sector Contracts Lead who will oversee the State and Local Sector, with oversight of various types of State, Local and U.S. Government contracts primarily within the areas of Information Technology (IT) and Health Systems Services and Solutions and Professional Services across various states and include other various U.S. Government agencies.

The leader of this group must have a proven ability to lead a diverse organization of professionals and possess extensive State and Local contracts management experience to include negotiation of terms and conditions, and identification and mitigation of contractual risk. This role serves as a key strategic partner to the Sector leadership team, driving business growth and ensuring compliance across critical Sector contracts and will report to GDIT's Vice President of Federal Civilian Contracts. The Director leads contract professionals supporting Sector portfolios and ensures compliance with applicable state procurement rules, federal contracting requirements, and internal policies. They will have the opportunity to shape contracts strategy and lead a team driving mission-critical programs for critical state, local and federal customers.

HOW A CONTRACTS DIRECTOR WILL MAKE AN IMPACT:
  • Directly and through subordinate managers, oversees the work of the contracts administration staff within the State and Local Sector.
  • Ensures internal contractual compliance with relevant terms and conditions and compliance with designated management objectives.
  • Provides advice, counsel and interpretation of contracts and acquisition requirements to various leaders on a daily basis.
  • Negotiates contracts, including price, terms, and conditions, and reviews subsequent contractual documents for legal sufficiency prior to execution.
  • Serves as point of contact with internal departments concerning specific contract questions, issues, and problems related to Sector contracts.
  • Reviews requests for proposals and participates in proposal color reviews to include providing input on pricing and scheduling strategies, coordination of requirements and proposal risk assessments.
  • Develops and implements strategies for staff growth and professional development, including succession planning, mentoring, and training programs to build a high-performing contracts team.
  • Fosters a culture of continuous improvement and collaboration, ensuring team members are equipped to manage complex contracts and adapt to evolving State and Local and federal acquisition requirements.
  • Engages agency contracting executive counterparts to develop and cultivate relationships.
  • Reviews and approves solicited and unsolicited proposals for submission to customers.
  • Reviews and negotiates various types of pre-award and post-award agreements.
  • Interprets contractual work requirements and obligations.
  • Makes recommendations regarding contracts implementation.
  • Maintains current knowledge of relevant contractual procedures and practices.
  • Participates in special projects as required.


WHAT YOU'LL NEED TO SUCCEED:
  • Education: Bachelor's degree. In lieu of degree, 14+ years of related contracts administration experience required. 5+ years of State and Local experience. US Federal Acquisition preferred.
  • Experience: 10+ years of related contracts administration experience. 5+ years of State and Local experience. US Federal Acquisition preferred.
  • Role requirements
    • Excellent oral, written and interpersonal communication skills, as well as advanced analytical, critical thinking, and negotiation abilities
    • Must demonstrate proven experience leading successful disparate geographic teams
    • Experience in identifying risks in terms & conditions and facilitating the mitigation of those risks
    • Highly experienced with various contract types
    • Proven experience in building and scaling contracts teams, including hiring, coaching, and performance management across geographically dispersed locations
    • Advanced Knowledge of multiple State and Local Procurement Regulations, Federal Acquisition Regulations (FAR) and customer agency supplements
    • Possess strong analytical and problem-solving skills
    • Experience negotiating contract terms
  • Technical Skills: Proficient in Microsoft Office (Word, Excel & PowerPoint). Familiarity with Salesforce, Microsoft SharePoint Online, Oracle E-Business Suite, and AI tools are a plus.
  • Location: This will be a hybrid position working in our GDIT facility in Falls Church, VA. Must be comfortable working onsite (3) days a week and traveling to meetings as needed.

The likely salary range for this position is $164,382 - $200,100. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
