Overview

The Contractor SAP Security Officer (CSSO) provides direct, hands-on support for the daily administration and execution of the Special Access Program (SAP) security program. This position is responsible for executing critical security functions across all security disciplines to ensure compliance and protect sensitive program information. The role requires a strong working knowledge of SAP/SCI security procedures and exceptional attention to detail.

Responsibilities

  • Coordinate with the Cognizant Authority (CA) Special Access Program Central Office (SAPCO), Program Security Manager (PSM), Program Security Officer (PSO), Government Activity Manager (GAM), and Contractor Activity Manager (CAM) to protect SAP information across contractor locations.
  • Support security management activities, including the Security Education, Training, and Awareness (SETA) program and related operations within the assigned organization or office.
  • Implement and execute all applicable SAP security requirements and any additional guidance provided by the CA SAPCO Security Director.
  • Develop, coordinate, maintain, and execute Security Standard Operating Procedures (SOPs) for the SAPF/SCIF.
  • Process Program Access Requests (PARs) and facilitate indoctrinations, debriefings, and maintenance of personnel security files.
  • Manage visit certifications and foreign travel reporting for SAP-accessed personnel.
  • Coordinate SAP security matters, including personnel vetting issues and security incidents, with the CA SAPCO, PSM, PSO, GAM, and CAM, as appropriate.
  • Ensure personnel records are accurately maintained in the SAP personnel vetting system, including JADE or successor systems.
  • Assist with the day-to-day management of SAP materials.
  • Conduct inventories, maintain document control and accountability logs, and prepare materials for secure transport and destruction in the appropriate system of record.
  • Support the physical security of the SAPF by managing access control systems, conducting daily security checks, monitoring alarms, and escorting non-accessed personnel.
  • Ensure compliance with ICD and DoD/DoW policies for SCI and SAP management, including ICD 705 requirements for SAPF and SCIF spaces.
  • Interface with Information System Security Managers (ISSMs) to ensure SAP material protection requirements are fully integrated and communicated.
  • Conduct and document annual self-inspections and develop corrective action plans for submission to the CA SAPCO, PSM, or PSO as needed.
  • Establish, deliver, and document initial, situational, and annual refresher security training for assigned SAP-accessed personnel.
  • Provide security briefings and general security support to program personnel.
  • Conduct security inquiries, identify potential infractions or violations, prepare reports, and recommend corrective actions to the government security team.
  • In coordination with the GAM or CAM, develop, maintain, and submit annual program protection implementation plans to support compliance with DoDI 5000.83.


Qualifications

  • Minimum of 5 years of relevant experience in DoD/DoW and/or Intelligence Community (IC) security
  • At least 3-5 years of direct, hands-on experience supporting a Special Access Program (SAP) environment
  • High school diploma required; Bachelor's degree preferred or equivalent combination of education and experience
  • Completion of foundational CDSE/STEPP security training required
  • SAP-specific training highly preferred
  • Familiarity with ICD 705, DoDI 5000.83, and related SAP/SCI security requirements
  • Strong working knowledge of SAP security policies and procedures
  • Experience with DISS, JADE, and other security management systems
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Access), SharePoint, and Adobe
  • Excellent organizational skills, attention to detail, and communication skills
  • Ability to work effectively in a team-oriented, high-security environment

Clearance:
  • Active Top Secret security clearance
  • SCI eligibility required
  • Willingness to consent to a CI Polygraph
  • Experience conducting self-inspections, security training, and incident reporting


Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $125,000.00/Yr. - USD $150,000/Yr. Actual compensation will be determined based on several factors permitted by law.
