Position Information

The TxDOT Contract Services Division is seeking a highly motivated individual for a Contract Specialist/Administrator position. In this role, you will be responsible reviewing and processing non-typical contracts, supporting attorneys negotiating contracts, and maintaining contract templates.

  • Contract Specialist V, B24, $85,000 - $100,000
  • Contract Administrator I, B26, $95,000 - $110,000

Position Description

Contract Specialist V:

Performs highly advanced contract duties in direct support of agency transportation-related programs to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Contract Administrator I:

Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts and contract programs. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Contract Specialist V:

  • Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions.
  • Confers with legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.
  • Coordinates, reviews, processes and monitors third party advanced funding agreements and supplemental agreements.
  • Ensures contracts are payable and meet all legal requirements.
  • Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence.
  • Meets with project managers to identify objectives, needs and issues concerning project contracts.
  • Performs other job responsibilities as assigned.
Contract Administrator I:

  • Confers with procurement staff, legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.
  • Develops, writes, revises and/or prepares, procurement documents, change orders, work orders, agreements, time extensions and acceptance testing.
  • May conduct training on complex contracting issues of statewide significance.
  • Oversees and provides advanced technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systems.
  • Oversees contract documents and ensures management understands and authorizes contract terms involving multiple statewide contracting programs.
  • Oversees development, writing, revision and/or preparation of highly complex contracts, amendments, subcontracts, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
  • Researches complex state and federal statutes and opinions, Department policies and previous contracts.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education:

Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis . Substitutions for Minimum Qualifications

Experience:

Contract Specialist V:

5 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.

Contract Administrator I:

6 years contract administration, contract management, contract development, or related experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
Preferred Qualifications:

  • Cert TX Contract Mgr (CTCM)
