Summary:

The Secretary of the Air Force, Concepts, Development and Management Office (SAF/CDM) Cyber Capabilities Support Office (CCSO) is a research and development (R&D) driven technology and development and operational support activity under the cognizance of the United States Air Force (USAF). CCSO develops solutions to hard problems in order to facilitate national success in the Offensive Cyber Operations (OCO) domain. By utilizing a unique blend of technology, intelligence, and operations subject matter experts (SMEs) in a quick reaction capability (QRC) environment, CCSO develops focused capabilities to enable the achievement of Combatant Command (COCOM) mission objectives across all phases of combat.

Essential Duties and Responsibilities:

The Contract Specialist supports the SAF/OC/CDM/CCSO with a full range of contract administration tasks in support of its cybersecurity portfolio. Specific responsibilities include but are not limited to:

  • Manages program contract tasks with minimal supervision, working with other contract specialists, in support of government Contracting Officer.
  • Assists with development and implementation of strategies in support of organization objectives.
  • Develops or provides inputs to key contracting documents to include Statements of Objective, Statements of Work, Performance Work Statements, Contract Data Requirements Lists, Quality Assurance Plans, etc.
  • Supports cost estimating efforts, and cost or price analysis.
  • Assists with technology evaluation, assessment, FAR Research, strategy development, and market research efforts.
  • Coordinates contract execution with all stakeholders, resolving issues, and maintaining compliance with the FAR laws, rules, and regulations.
  • Performs pre-award tasks, to include but not limited to: coordination with all stakeholders, review and advice on requirement and contract documentation, market research, solicitations, evaluations. And source selections.
  • Performs post Award contract administration tasks, to include: handling contract changes, funded and administrative modifications, negotiations, correspondence, and contract documentation.
  • Provides ongoing contract project execution, oversight, and leadership to include schedule development and monitoring; technical development prioritization, goal setting, and monitoring; technical execution performance monitoring and assessment; resource monitoring and assessment; technical integration planning, scheduling, and implementation; scheduling, coordination and implementation and oversight; risk and issue identification and mitigation; and financial execution monitoring.

Required Qualifications, Education, and Experience:

  • Current TOP SECRET/SCI
  • MA/MS (or a BA/BS plus an additional 8 Years of work experience, 4 of which must be work-related experience)
  • A minimum of ten (10) years of work related experience.
  • Of those 10 years, at least six (6) years of work-related experience supporting a DoD component.
  • Experience with DoD contracts and acquisition processes.
  • Experience with applying supplements, including the FAR to acquisition processes.
  • Experience in assisting with the development of acquisitions strategies based on market research and solicitations with selection criteria or instructions to enable contract award to satisfy customer requirements.
  • Must have supported AF source selection and sole source procurements.
  • Must have contract administration experience, to include: contract modifications, negotiations, correspondence, and contract documentation.
  • Must have experience working with government contract writing systems, like. ConWrite or other, within the last five years.
  • Must be DAWIA Level II certified in contracting or equivalent.

Desired Qualifications, Education, and Experience:

  • Experience in Contract Administration.
  • Air Force experience.
  • Preferred to have held a warrant.

  • Ability to develop peer networks across an enterprise to maintain technology awareness and to support resolution of problems
  • Ability to operate across traditional technical boundaries, comfortable working in the compute space as well as the storage space in an operational capacity
  • Technically curious and driven to learn new skills.

General Factors:

  • Depending on project requirements, may be required to work within a compressed schedule; overtime should be expected when schedules demand it.
  • Willing to travel, if needed (less than 10%)
  • No Relocation

Salary Range: $90,000-$110,000 annually. Actual compensation will be determined based on factors including experience, education, security clearance and certifications.
