Summary

This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.

Duties

Help

As a Contract Oversight Specialist, you will:

  • Function as an expert technical consultant working with Program management and staff to identify contracting needs to support Program mission; assist in the preparation of the Program's Annual Procurement Plan by reassessing contracting needs consistent with Program mission, goals, and resources; perform a variety of technical management roles; participate in high level meetings as an expert and
  • Advisor for briefing top management on procurement plans and contracted activities all activities support the program mission and FAR compliance.
  • Prepare and coordinate the development, review, and approval of detailed procurement requests including contract work descriptions (e.g. Performance Work Statement), market research, independent cost estimates, required equipment and facilities, proposal instructions, and evaluation criteria for forwarding to the Contracting Officer.
  • Participate in drafting the solicitation and in evaluating proposals as a member of the Technical Evaluation Panels or Integrated Procurement Teams; provide a wide range of specialized oral and written presentations to high-level officials and outside parties, serve as technical and program authority on contract negotiation teams.
  • Participate in post-award conference with the winning contractor; participate with Contracting Officer with de-briefings to unsuccessful bidders and in preparing and presenting the Government's position to disputes, claims, and protests.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

  • Experience applying the Federal Acquisition Regulation (FAR) and agency-specific procurement policies to develop, review, and release acquisition solicitations, ensuring compliance, accuracy, and alignment with program objectives; AND
  • Experience executing comprehensive pre award and post award acquisition activities, including requirements development, market research, solicitation preparation, proposal evaluation, contract administration, and performance monitoring; AND
  • Experience communicating procurement strategies, risks, and recommendations to senior level management and key stakeholders, providing authoritative guidance on acquisition matters and facilitating informed decision-making; AND
  • Experience evaluating existing acquisitions and procurement actions to assess contractor performance, operational efficiency, cost-effectiveness, and ongoing organizational need.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
