Job Duties

To support the mission and goals of the Department by purchasing and providing quality goods and services at competitive prices, and providing responsive and responsible procurement, Pcard, and surplus property support to Department in accordance with all applicable policies and procedures.

To procure quality goods and services and provide procurement guidance for all DOC end users. Provide guidance and training to end-users on purchasing processes and procedures. Negotiates and manages complex, high dollar contracts.

Minimum Qualifications

Working knowledge of State procurement laws, State and DOC purchasing procedures, contract law, and contract administration and management. Current experience in purchasing, procurement/staff training, researching/analyzing, negotiating and drafting contracts. Effective writing skills to develop complex solicitations.

Additional Considerations

Working knowledge of the Agency Procurement and Surplus Property Manual (APSPM), VITA purchasing procedures, and the Virginia Public Procurement Act (VPPA). eVA experience. Successful completion of VCO, CPPB, or other equivalent procurement certification.
