#1474 - Contract Management Specialist 4

Function as a director or assistant director of an agency's contract management program or manage at least two functional areas that include multiple contract management or contract procurement teams. Supervise Contract Management Specialists 3 in the administration of a wide variety of contracts and contract related activities. Illustrative duties might include: oversee and review the development of procurement policies and procedures; plan and budget for contracting and related program activities for the agency; resolve the most complex and difficult complaints and conflicts regarding contract execution, development, amendments, and fiscal cost reports; direct the development and implementation of training programs on procurement procedures and guidelines; represent the agency on statewide committees or inter-agency workgroups related to procurement or contracting; and oversee and review the procedures for the analysis, goal setting activities, and utilization tracking of Minority and Woman-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) goals.

Oversee all OSC procurement operations which support services critical to Statewide operations including State and Local Government Accountability, Abandoned Property, Statewide Payroll Services, Employee Retirement Systems, Contract and Expenditure Audit, and the Chief Information Office in a manner that is consistent with State Finance Law and New York State Procurement Council Guidelines.

Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

For 70.1 or 52.6 transfer to a Contract Management Specialist 4, salary grade (SG)-64, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-63 or above.

  • Ability to offer alternative approaches and foster discussions of pros and cons on these alternatives.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
