Project Overview:

This role will support a transformative heavy rail project in Southern California. Team members will be an important part of a multidisciplinary environment focused on delivering innovative, sustainable, and long-term mobility solutions to enhance connectivity and support regional growth. The program offers the opportunity to work alongside industry-leading professionals on one of the most significant transportation infrastructure initiatives currently in development

Job Summary:

Leads formation, negotiation, award, and administration of complex and high-value contract packages. Provides commercial leadership, develops contract strategies, advises project management on contractual risk, and serves as a subject matter expert in contract formation and commercial management. The ideal candidate will have previous Public Works experience or have supported Rail projects.

Major Responsibilities:

  • Establishes and executes market engagement strategy
  • Leads development of contract formation and packaging strategies.
  • Directs preparation of RFTs, bid packages, evaluation criteria, and contract documents.
  • Leads bidder communications, clarification processes, and commercial evaluations.
  • Prepares and presents award recommendations to project and stakeholder leadership.
  • Leads negotiations for complex, high-risk, or high-value contracts.
  • Facilitates key commercial workshops and pre-award meetings.
  • Provides commercial oversight and guidance for major contract packages.
  • Leads resolution of significant contractual disputes, claims, and contract changes.
  • Advises project leadership on commercial risk and contractual strategy.
  • Interfaces with legal counsel and senior management on complex contractual matters.
  • Ensures consistent application of contract terms, governance requirements, and best practices.
  • Mentors and provides guidance to other contract professionals.


Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.


Required Knowledge and Skills:

  • Recognized subject matter expert in contract formation and commercial management.
  • Extensive experience negotiating complex design, construction, services, and equipment contracts.
  • Advanced knowledge of EPC contracting strategies, risk allocation, and commercial negotiations.
  • Demonstrated ability to influence project outcomes and advise senior stakeholders.
  • Extensive knowledge of contract management and negotiations gained through education or experience.
  • Knowledge of when to engage and how to work effectively with legal counsel.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
  • Skill in working and informing effectively, both orally and in writing, across all levels.
