Full Job Description
Job Title Contract Analyst Job Description Cape Fox Facility Services is seeking a Contract Analyst to join our team in Bethesda, MD in support of the NIH. Responsibilities: Pre-Award Acquisition Support • Support acquisition planning for construction, AE, facilities, and ORF-managed service requirements • Conduct and document market research in support of acquisition strategies • Prepare solicitation packages (e.g., RFQs, RFPs, IFBs, MATOC task orders, AE selections) • Assist with Brooks Act (FAR Part 36) AE procurements, including SF-330 reviews and selection documentation • Develop and review Independent Government Cost Estimates (IGCEs) and price proposals • Perform price and cost analyses to support fair and reasonable determinations • Prepare pre-negotiation and post-negotiation memoranda • Assist COs during negotiations with contractors and AE firms • Prepare award documentation and ensure contract files meet audit standards Documentation and Systems Support • Maintain accurate and complete electronic contract files in NIH-approved contract writing systems (e.g., PRISM or successor systems) • Ensure all documentation complies with FAR, HHS, NIH, and ORF requirements • Prepare reports, briefings, and status updates as requested by the Government ORF-Specific Advisory Support • Provide acquisition advice to ORF OA COs and ORF program officials • Assist in aligning acquisition approaches with ORF mission priorities and workload balancing efforts • Support transitions of contracts resulting from organizational realignments or workforce reductions • Assist with responding to audits, internal reviews, and data calls related to ORF acquisitions Post-Award Contract Administration • Support administration of construction, AE, and service contracts and task orders • Prepare contract modifications, including changes, options, incremental funding, and administrative actions • Track contract performance, schedules, and funding in coordination with CORs • Review invoices and payment documentation for compliance and accuracy • Assist with resolution of contractual issues and coordination with legal and program offices Support contract closeout activities in accordance with FAR and NIH procedures The total hourly pay for this exempt position is $50.00 for up to 40 hours per week. This rate represents the company's good faith and reasonable estimate of possible compensation at the time of posting.
