About the program:

Provide acquisition management support services for the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) Cargo Systems Program Directorate (CSPD) to support cargo systems applications. Acquisition management support will provide services to CBP Contracting Officers (CO) and the Contracting Officer's Representative (COR) in the areas of Contract Management and Contract Administration Support. In addition, the Contractor shall assist the CO in the development of solutions and recommendations regarding contractual issues.

Job Description:
We are seeking an experienced Senior Contract Administrator in support of our federal government contracting business. The ideal candidate will have strong expertise in government contracting processes with experience supporting the DHS.

Duties and Responsibilities:
• As directed by the CO, receipt and distribution of proposals to Business Managers and sub-CORs;
• As directed by the CO, assist in the preparation of Solicitations, Task Orders (TOs), Delivery Orders (Dos), and/or Purchase Orders (POs);
• As directed by the CO, assist in the preparation of modifications to TOs, DOs, and/or POs;
• As directed by the CO, review contractor notifications and requests for consent to subcontract; and
• Providing liaison with CBP business management personnel.
• As directed by the COR, assist in the monitoring and tracking of invoice payment schedules;
• Processing all incoming invoices to the COR for review and approval, ensuring compliance with the Prompt Payment Act;
• Support the COR in meeting with government personnel and contractor personnel as appropriate on invoicing issues and procedures;
• Maintaining TO/DO/PO databases for modifications and award fees;
• Assist in COR receiving and forwarding deliverables to Configuration Management;
• Assist COR in preparing/coordinating preparation and issuance of Deliverable Response Letters;
• Assist COR in preparing contract/TO closeout, closeout reports, and supporting artifacts; and
• Monitoring, tracking, and maintaining pertinent contract files and correspondence.

Requirements:
• Bachelor's degree in a related field.
• 10 Years of contracting experience within a Federal Government Agency.
• Recent contracting experience within the DHS.
• Knowledge of Federal and agency laws, regulations, and procedures applicable to the acquisition process and to the award and administration of CBP contracts.
• Knowledge of and experience with various contract types, to include but not limited to, Indefinite Delivery-Indefinite Quantity (IDIQ) contracts, Cost-Type contracts, Time-and-Materials (T&M) contracts, and Fixed-Price contracts.
• Knowledge of and experience with working on complex contract requirements in support of mission needs, to include but not limited to, incorporating innovative acquisition techniques, streamlining capabilities, providing source selection expertise, adapting to high-risk milestone and schedule changes, promoting best practices, and capturing customer feedback and lessons-learned.
• Excellent organizational skills, attention to detail, and ability to manage multiple priorities.
• Strong communication skills for collaboration with internal and external stakeholders.

Desired Qualifications:
• Recent contracting experience directly supporting the CBP.
• DAWIA Contracting Professional or FAC-C Professional or equivalent

Clearance: Active CBP Public Trust clearance preferred.
