Job Summary

***This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. As a Continuous Improvement Analyst, you will support the Department of Human Services' (DHS) efforts to advance the culture of continuous improvement (CI) and innovation. This position initiates, leads, and supports improvement efforts for and with business units throughout the agency. This position also exists to provide CI training, mentorship, and consultation to DHS employees to build CI capacity and drive results within the agency.

Responsibilities include but may not be limited to:

Management Analyst 3
  • Provide professional and technical knowledge and skills in supporting the improvement of existing and development of new work procedures across the department and throughout the agency.
  • Coordinate and conduct data planning, collection, analysis and reporting to support data-driven decision-making in Office of Continuous Improvement (OCI) projects and for other Management Services division initiatives.
  • Develop CI-training resources within DHS business areas and provide training and coaching to project team members and team leads for active improvement or innovation projects.
  • Manage DHS Office of Continuous Improvement documentation and resources.
  • Support other departmental management improvement priorities, based on guidance from the DHS Continuous Improvement Office and CI Leadership Team.

Management Analyst 4
  • Lead complex improvement and innovation projects across the department to improve efficiency and effectiveness of business processes.
  • Develop, deliver, and evaluate CI training . Contribute to optimization efforts and mentor DHS staff at all levels throughout the agency to build CI capacity.
  • Monitor improvement implementation efforts and communicate results to customers to ensure progress and transparency.
  • Conduct agency-level analysis and provide DHS leaders with information necessary for decision-making.


Qualifications

Minimum Qualifications

Management Analyst 3

Two (2) years of experience with continuous improvement.

Experience must demonstrate the following:
  • Knowledge of Lean, Six Sigma and/or other continuous improvement methodologies and principles as it relates to supporting improvement efforts within an organization.
  • General knowledge of basic project management theory and practice.
  • Experience conducting data planning, collection, analysis, and/or reporting.
  • Facilitation of continuous improvement events, such as process mapping, root cause analysis, Kaizen, solution brainstorming, and/or solution design sessions.
  • Delivery of continuous improvement training on tools, methodologies, or principles.


**A Bachelor's degree in Engineering, Human Services, Public Health, Business, or a related degree may substitute for one (1) year of experience. **

Management Analyst 4

Three (3) years of experience with continuous improvement.

Experience must demonstrate the following:
  • Application of Lean, Six Sigma or other continuous improvement methodologies to evaluate, design, and improve business processes and facilitate multiple improvement projects within an organization.
  • Expertise with DMAIC/DMADV or similar methodology to define a problem, analyze data to understand the problem, and identify solutions or process improvements to solve the problem.
  • Experience training and/or coaching continuous improvement tools and methodologies.
  • General knowledge of project management theory and practice.
  • Experience conducting data planning, collection, analysis, and/or reporting.
  • Facilitation of continuous improvement events, such as process mapping, root cause analysis, Kaizen, solution brainstorming, and/or solution design sessions.
  • Effective communication of timelines, expectations, progress, and results.


**A Bachelor's degree in Engineering, Human Services, Public Health, Business, or a related degree may substitute for one (1) year of experience. **

OR

**A Master's degree in Engineering, Human Services, Public Health, Business, or a related degree may substitute for two (2) years of experience. **

Preferred Qualifications
  • Certification in Continuous Improvement methodologies such as LEAN, Six Sigma Green or Black Belt certification.
  • Experience with SharePoint including creating sites, setting permissions, and creating document libraries.
  • Experience modifying and presenting training to groups of varying size.
  • Public speaking experience and presentation skills to effectively present complicated information in a simple, understandable way (plain language) while emphasizing the value to the audience.
  • Formal training or certification in project management tools or methodology, including experience using project management software and tools (e.g., Smartsheet, Gantt charts, communication plans, task tracking and project plans, etc.).
  • Strong understanding of , or experience with, data analysis, interpretation, and synthesis to present accurate and useful information.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns and simplify technical information for non-specialist understanding.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
