ABOUT THE POSITION:

The Continuous Delivery Program Lead builds and leads the VGS enterprise continuous delivery program. This program aligns technology roadmaps with business unit priorities and drives implementation across business and technology teams. This role sits at the intersection of strategy and execution; it requires the judgment to negotiate roadmap tradeoffs with business unit leaders and the discipline to run delivery using agile and continuous improvement methods.

The Continuous Delivery Program Lead demonstrates superior customer service skills, contribute positively to a collaborative team environment, and proactively identifies opportunities to strengthen processes and outcomes.

WHAT ARE THE DUTIES AND RESPONSIBILITIES FOR THIS POSITION?

Program Development and Leadership
  • Design, launch, and lead an enterprise continuous delivery program that establishes repeatable practices for planning, prioritizing, and delivering technology initiatives.
  • Define program governance, delivery cadences, and success metrics, and adjust them as the organization matures.
  • Build and lead a team (or virtual team) of program and project resources supporting continuous delivery across business units.

Roadmap Collaboration
  • Partner directly with business unit leaders to develop and maintain roadmaps for enterprise technology systems, translating business priorities into sequenced technology initiatives.
  • Facilitate roadmap planning sessions that surface dependencies, resource constraints, and competing priorities across business units.
  • Maintain a portfolio view of enterprise technology initiatives and communicate status, risks, and tradeoffs to executive stakeholders.

Delivery Execution
  • Lead continuous implementation efforts across business and technology teams, using agile project management methodologies (Scrum, Kanban, or SAFe as appropriate to the initiative).
  • Apply traditional project management practices where warranted, including for initiatives with fixed regulatory, contractual, or capital planning constraints.
  • Remove delivery blockers, manage cross team dependencies, and escalate risks before they threaten roadmap commitments.

Continuous Improvement
  • Apply Kaizen and Lean principles to identify inefficiencies, streamline delivery workflows, and improve cycle time across the program.
  • Establish retrospective and feedback loops that turn delivery lessons into process changes, and track the impact of those changes over time.
  • Champion a continuous improvement culture among business and technology teams, coaching teams on incremental process refinement rather than one-time fixes.

Stakeholder Management
  • Serve as the primary point of contact between business unit leaders and technology delivery teams for roadmap and delivery questions.
  • Report program health, roadmap progress, and improvement outcomes to executive leadership on a regular cadence.
  • Manage vendor and third party delivery partners where continuous delivery initiatives depend on external resources.

WHAT ARE THE REQUIRED SKILLS FOR THIS ROLE?
  • 5+ years of experience in technology program or project management, including at least 3 years leading initiatives spanning multiple business units.
  • Demonstrated experience developing technology roadmaps in direct partnership with business unit leaders.
  • Working expertise in agile project management methodologies with specific experience running delivery at program scale rather than single team scale.
  • Proficiency in traditional project management methodologies with the judgment to select the right approach for a given initiative.
  • Hands on experience applying continuous improvement methodologies, specifically Kaizen and Lean, in a technology or operations environment.
  • Strong facilitation and negotiation skills, evidenced by experience resolving competing priorities among stakeholders and diverse user communities.
  • Excellent written and verbal communication skills, including experience presenting program status to executive audiences.

Preferred Qualifications
  • PMP, PgMP, SAFe Program Consultant (SPC), Certified ScrumMaster (CSM), or equivalent certification.
  • Lean Six Sigma certification (Green Belt or Black Belt).
  • Experience in utility or regulated industries.
  • Experience standing up a continuous delivery or continuous improvement program from scratch, rather than operating within an existing one.
  • Familiarity with enterprise portfolio management and roadmap tooling.
