JPI is hiring a Business Transformation and Requirements Consultant who will support enterprise modernization and operational improvement initiatives through journey mapping, operational analysis, capability planning, and IT requirements development. The resource will work with business and technical stakeholders to identify operational needs, document current and future-state processes, and translate strategic objectives into operational and functional requirements.
The individual will serve as a bridge between mission/business operations and IT delivery teams by converting conceptual business needs and user experiences into structured documentation and actionable implementation requirements.
Responsibilities Include:Journey Mapping & Envisioning- Facilitate current-state and future-state journey mapping workshops with business and technical stakeholders
- Document user personas, pain points, operational gaps, and service delivery inefficiencies
- Develop customer, employee, operational, and system interaction journeys
- Create service blueprints, workflows, and operational process models
- Lead envisioning sessions to define target-state business capabilities and operational outcomes
Capability Planning & Needs Analysis- Develop capability plans, capability roadmaps, and needs statements
- Translate strategic objectives into measurable operational capabilities
- Conduct gap analysis between current and desired operational states
- Define business capabilities, operational dependencies, and supporting IT services
- Support prioritization of initiatives based on mission/business value
Requirements Management- Elicit, analyze, validate, and document business, operational, functional, and non-functional requirements
- Develop operational requirements documents, functional specifications, and use cases
- Convert journey maps and business concepts into structured IT requirements
- Maintain requirements traceability throughout project lifecycle
- Collaborate with architects, developers, UX teams, and program leadership
Stakeholder Engagement- Facilitate workshops, interviews, and collaborative planning sessions
- Communicate effectively with executives, operational users, and technical teams
- Present findings, recommendations, and capability models to leadership
- Build consensus across cross-functional teams
Documentation & Analysis- Produce high-quality deliverables including:
- Operational concepts (CONOPS)
- Needs statements
- Capability assessments
- Functional requirement documents
- Business process models
- User stories/use cases
- Requirements traceability matrices
- Workflow diagrams
Requirements
- Bachelor's degree in Business, Information Systems, Engineering, Public Administration, or related discipline Minimum 5 years of experience in business analysis, operational analysis, requirements management, or digital transformation support
- Experience facilitating workshops and stakeholder engagement sessions
- Experience developing operational and functional requirements documentation
- Demonstrated ability to translate business objectives into actionable IT requirements
