Project Overview

Team is developing a large-scale, hyperscale data center campus in Stafford, VA, supporting high-density cloud and AI workloads. This multi-phase project includes mission-critical infrastructure, complex MEP systems, and strict uptime, safety, and quality standards. The Construction Safety Manager will play a critical role in ensuring all on-site activities are executed in full compliance with safety regulations and the team's internal safety culture.

Position Summary

The Construction Safety Manager (CSM) is responsible for leading and enforcing all environmental health and safety (EHS) programs on-site. This individual will work closely with general contractors, subcontractors, and project leadership to ensure a proactive safety culture, mitigate risk, and maintain compliance with all federal, state, and local regulations.

This role requires deep experience in data center or mission-critical construction environments, with a strong understanding of high-risk activities including energized systems, heavy MEP installation, and commissioning phases.

Key Responsibilities

  • Lead and enforce site-wide safety programs in alignment with OSHA regulations and the team's standards.
  • Conduct daily site safety inspections, audits, and hazard assessments across all trades.
  • Partner with General Contractors and subcontractors to ensure compliance with site-specific safety plans (SSSPs)
  • Facilitate and lead toolbox talks, safety orientations, and ongoing safety training programs.
  • Review and approve Job Hazard Analyses (JHAs), Method of Procedures (MOPs), and Lift Plans.


Monitor high-risk activities including:

    • Electrical installations and energized work.
    • Working at heights.
    • Crane operations and rigging.
    • Confined space entry.
  • Lead incident investigations, root cause analysis, and corrective action implementation.
  • Track and report safety metrics, including TRIR, near misses, and corrective actions.
  • Ensure proper use of PPE and enforce compliance across all contractors.
  • Support commissioning and turnover phases with a focus on energized system safety and LOTO procedures.
  • Maintain documentation and ensure readiness for internal and external safety audits.
  • Act as the on-site safety liaison between the team, contractors, and client stakeholders.


Required Qualifications

  • 5-10+ years of construction safety experience, with data center or mission-critical project experience required.
  • Strong knowledge of OSHA regulations and safety compliance standards.
  • Experience working on large-scale construction projects ($100M+ preferred).
  • Proven ability to manage safety across multiple subcontractors and trades.
  • Experience with high-risk construction environments (MEP-heavy projects).
  • Strong communication and leadership skills.


Preferred Qualifications

  • OSHA 30 or OSHA 500 Certification.
  • CSP (Certified Safety Professional) or CHST certification.
  • Experience working with hyperscale or colocation data center developers.
  • Familiarity with commissioning processes and turnover requirements in mission-critical environments.

Driver's License Requirement:

Physical Requirements and Work Environment

This position operates primarily in an active data center construction environment, encompassing both indoor and outdoor work settings. The role requires the physical ability to perform essential job functions safely and effectively in a dynamic environment that includes ongoing construction activity and evolving site conditions.

The work environment includes areas and temporary structures owned, leased, or controlled by third parties over which Overwatch may have limited or no control. Because the project remains under construction, certain areas of the site - including access routes, staging zones, and temporary structures - may not yet be fully ADA-compliant until construction is complete or those third-party areas are finalized.

Physical Requirements:

  • Must be able to walk, stand, stoop, twist, bend, and climb stairs or ladders for extended periods while navigating uneven, unpaved, or obstructed terrain.
  • Must be able to lift, carry, push, or pull up to 50 pounds on an occasional basis.
  • Must be able to drive between job sites and access all areas of an active construction zone, including raised platforms, scaffolding, and confined spaces.
  • Must be able to tolerate exposure to outdoor weather conditions, dust, and construction-related noise, vibrations, and odors.
  • Must be able to communicate effectively with contractors, engineers, and site personnel, and maintain situational awareness in high-activity environments.
  • Personal protective equipment (PPE), including hard hats, safety vests, hearing protection, and steel-toe boots, is required.
  • Must have sufficient visual acuity to read drawings, specifications, and safety signage, and to observe site activity.


Work Environment:

Work is performed primarily in and around active construction areas, which may include unfinished buildings, temporary field offices, staging areas, and partially completed infrastructure. These locations may contain uneven surfaces, limited accessibility, and other conditions typical of construction projects prior to final completion. Overwatch does not control and cannot modify accessibility conditions within areas, facilities, or temporary structures owned or managed by third parties.
