Project Manager (PM)Start Date: July 6, 2026
Schedule: Full-time plus up to 480 additional night/weekend hours per year
Location: Onsite - ability to work on-site full-time in Brooklyn, NY

KEY RESPONSIBILITIES- Monitor and manage project financial data, budgetary cost accounting, and construction contract change orders
- Prepare and maintain construction phase schedules and daily inspection logs; coordinate with the General Contractor to track progress against the approved schedule
- Conduct and/or attend weekly or bi-weekly project progress meetings; prepare agendas, meeting minutes, and action items
- Assist in issue resolution; in coordination with Contracting Officer's Representative (COR)
- Track and ensure completion of all required tests and inspections in accordance with project specifications and schedule
- Facilitate Commissioning activities in coordination with the Commissioning Agent and General Contractor
- Maintain marked-up as-built drawings and review closeout submittals
- Assist with development of EHRM project packages for submission into VA system, including SOW/PWS, RFP, and cost estimates
- Update Project Tracking Reports in the VHA Capital Assets database on a bi-weekly basis, at least 24 hours prior to recurring status meetings
- Submit weekly consolidated reports to the COR on completed work
- Develop and maintain a Project Management Plan including communication plan, schedule management plan, QA plan, and risk management plan
- Support claims analysis and dispute resolution services as required
REQUIRED QUALIFICATIONS- U.S. citizenship required; must be able to obtain a favorable National Agency Check (NACI)
- Minimum 3 years of project management experience in construction or facilities environments
- Experience managing federal or healthcare construction projects preferred; VA/EHRM experience a plus
- Demonstrated ability to monitor budgets, review pay applications, and administer construction contract change orders
- Proficiency with scheduling software, Microsoft Office Suite, and SharePoint
- Strong written and verbal communication skills; ability to prepare professional reports and meeting documentation
- Ability to work onsite full-time in Brooklyn, NY
- Ability to work nights and weekends (as necessary and directed by the Government)
Construction Manager (CM)Start Date: July 6, 2026

Citizenship Requirement: U.S. Citizenship Required
KEY RESPONSIBILITIES- Coordinate and manage the submittal review process; ensure the General Contractor meets specification requirements and that all stakeholders conduct timely reviews
- Track availability of long lead items and document and communicate impacts to the project schedule
- Prepare and maintain daily construction diaries; monitor project schedule milestones, phasing, workflow, material deliveries, and inspection dates
- Attend weekly or bi-weekly project meetings; prepare follow-up documentation on Government actions
- Perform routine field inspections of construction as work proceeds; compile lists of defects and omissions and report to the COR
- Verify and maintain Government as-built drawings; ensure the General Contractor maintains accurate redlines for final updates
- Document, track, monitor, and coordinate Requests for Information (RFIs) and responses
- Apply construction management expertise to troubleshoot and recommend solutions for field construction problems
- Monitor independent testing agencies/laboratories performing quality control testing and inspection (soils, concrete, steel, roofing, curtain walls, elevator installations, etc.)
- Support Commissioning Agent and General Contractor with commissioning activities per the Whole Building Commissioning Process Manual
- Assist with change order administration including preparing cost estimates and reviewing cost proposals
- Support claims analysis and dispute resolution services including Time Impact Analyses and risk assessments as required
- Submit inspection reports to the COR electronically every Friday
REQUIRED QUALIFICATIONS- U.S. citizenship required; must be able to obtain a favorable National Agency Check (NACI)
- Degree from an accredited institution OR minimum 3 years of hands-on construction work experience (reviewed for acceptability)
- Must have worked on or completed at least three (3) comparable projects as a Construction Manager
- Working knowledge of construction practices including Quality Assurance, Safety, Time, Cost, Change, and Information Management
- Familiarity with GC and subcontractor site operations and the process of managing a building construction operation
- Experience monitoring construction for QA; ability to prepare and analyze deficiency reports against construction documents
- Proficiency with construction management and scheduling software; ability to monitor, update, and produce work products and compile records
- Strong communication skills; experience preparing observation reports, deficiency lists, modification narratives, and sketches

- Ability to work nights and weekends (as necessary and directed by the Government)
