Do you enjoy taking ownership of construction projects from initial assessment and contractor selection through completion?

Are you equally comfortable managing budgets and paperwork, coordinating contractors, and working directly with families to keep projects moving forward?

In this role, you will manage housing rehabilitation and reconstruction projects from initial property assessment through construction completion and closeout. You'll serve as the primary point of coordination for each assigned project-conducting property inspections, developing scopes of work and cost estimates, soliciting and evaluating contractor bids, monitoring budgets and construction progress, maintaining required documentation, and completing project reports.

You'll also serve as a key liaison between contractors, participating families, local building departments, and internal teams, helping resolve issues and keep projects moving forward. This position combines hands-on construction knowledge with significant project administration and documentation, requiring someone who is equally comfortable visiting a construction site, reviewing a contractor's bid, communicating with a homeowner, and completing detailed reports at the office.

This is an excellent opportunity for someone who enjoys owning a project from start to finish. The role combines construction expertise, contractor management, budgeting, homeowner communication, problem-solving, and detailed administrative work. You'll divide your time between project sites and the office, independently managing the many moving pieces required to take each project from assessment to successful completion.

Depending on skill, education, and experience, the selected candidate may be hired at the Project Manager 1, Project Manager 2, or Senior Project Manager level.

Responsibilities

  • Responsibilities include, but are not limited to:

    • Manage housing rehabilitation and reconstruction projects from initial assessment through construction completion.
    • Conduct detailed property inspections to evaluate safety, structural conditions, code compliance, and overall livability, including the use of ladders when necessary.
    • Evaluate the feasibility and scope of rehabilitation and/or reconstruction projects.
    • Develop detailed scopes of work, construction specifications, cost estimates, and project timelines.
    • Prepare work write-ups, plans, and other documentation needed for contractor bidding and project implementation.
    • Develop or modify floor plans to improve functionality, accessibility, and space utilization using computer-aided design software.
    • Coordinate contractor bid tours and support the bidding and contractor selection process.
    • Monitor construction progress, costs, schedules, and project milestones.
    • Conduct site inspections to verify that work complies with contracts, plans, specifications, applicable building codes, and quality standards.
    • Coordinate with contractors to address construction issues, changes, deficiencies, and project requirements.
    • Verify and monitor contractor licensing, insurance, and other required documentation.
    • Work closely with local building departments regarding permits, inspections, codes, and construction standards.
    • Maintain accurate project documentation, including scopes of work, permits, contracts, inspection records, change documentation, and compliance records.
    • Manage multiple projects simultaneously while maintaining effective communication with contractors, internal teams, agencies, and other project partners.


Must Haves

  • Construction experience with a strong understanding of residential construction practices, building systems, codes, and standards.
  • Experience managing construction projects, housing rehabilitation projects, or similar work from planning through completion.
  • Ability to conduct property and construction site inspections and identify safety, structural, quality, and code-related concerns.
  • Experience developing scopes of work, construction estimates, project timelines, and/or work specifications.
  • Ability to read, interpret, and develop construction plans and related project documentation.
  • Strong project management skills with the ability to coordinate multiple projects, contractors, deadlines, and priorities simultaneously.
  • Strong problem-solving and negotiation skills, including the ability to address construction issues and work effectively with contractors.
  • Proficiency with computer programs used for project management, documentation, and construction-related work; experience with CAD or similar design software is preferred.
  • Excellent organizational, written, and verbal communication skills.
  • Ability to work independently in the field while collaborating effectively with internal teams, contractors, public agencies, and community partners.
  • Willingness and ability to travel regularly throughout the assigned San Joaquin Valley service area.
  • Valid driver's license.
  • Contractor's license is desirable.


Type: Full-time

Pay: $4,736.00 to $8,931.00 per MONTH
