Construction Operations Manager

Location: Falls Church, VA
Employment Type: Direct Hire | Full-Time
Compensation: Starting at $95,000+ annually, based on experience, technical expertise, and qualifications
Role Summary

We are seeking a Construction Operations Manager to oversee the successful delivery of commercial, institutional, infrastructure, and public-sector construction projects. This position serves as a key link between preconstruction planning, field execution, financial management, and client communication.

The selected professional will be responsible for guiding projects from initial planning through final completion while ensuring performance goals related to cost, schedule, safety, quality, and client satisfaction are achieved.

Project assignments may include facility renovations, site development initiatives, infrastructure upgrades, task-order contracts, lump-sum projects, and fast-paced construction programs.

What You'll Be Responsible For

Project Planning & Execution
  • Direct construction projects through all stages, from preconstruction and procurement to turnover and final closeout
  • Assist with conceptual budgeting, project estimates, and proposal development efforts
  • Develop execution strategies that support schedule, staffing, procurement, and production goals
  • Coordinate project activities to ensure alignment between field operations and office-based teams
Contract & Subcontractor Management
  • Manage subcontractor sourcing, bid evaluations, negotiations, buyout activities, and contract administration
  • Review subcontractor performance and ensure compliance with project requirements
  • Coordinate vendors, suppliers, and service providers to support project schedules and deliverables
Scheduling & Production Oversight
  • Create and maintain detailed project schedules using Primavera P6, Microsoft Project, or equivalent platforms
  • Track progress against established milestones and implement recovery plans when delays occur
  • Work with field leadership to develop look-ahead schedules and short-term production strategies
  • Evaluate sequencing and resource allocation to improve project efficiency
Financial Performance & Risk Management
  • Monitor project budgets, forecasts, billings, cost reports, and overall financial performance
  • Manage change orders, pricing updates, and cost-control initiatives
  • Identify project risks early and implement strategies to minimize schedule, financial, or operational impacts
  • Support accurate job costing and financial reporting throughout the project lifecycle
Quality, Safety & Compliance
  • Conduct site visits to evaluate project progress, safety performance, and workmanship quality
  • Verify compliance with permits, inspections, contract requirements, and applicable regulations
  • Support project quality control processes and company safety initiatives
  • Ensure work is completed in accordance with project specifications and established standards
Communication & Leadership
  • Lead project coordination meetings and maintain organized project records and reporting systems
  • Collaborate with architects, engineers, consultants, field supervisors, subcontractors, and clients
  • Provide leadership and direction to project teams while fostering a collaborative work environment


Qualifications

  • Bachelor's degree in Construction Management, Engineering, or a related discipline preferred

OR

  • Equivalent construction management experience in lieu of formal education
  • 4-7 years of experience working for a commercial or industrial general contractor

OR

  • 10+ years of progressively responsible construction management experience
  • Experience managing subcontracted work and/or self-performed construction activities
  • Strong understanding of project scheduling, construction sequencing, and operational workflows
  • Ability to interpret construction drawings, technical specifications, and contract documents
  • Experience with estimating, budgeting, forecasting, and cost management practices
  • Proficiency with Microsoft Office applications and construction management software
  • Strong communication, leadership, problem-solving, and organizational skills
  • Valid driver's license with a satisfactory driving history


Work Environment & Physical Requirements

  • Ability to perform site walks and inspections on active construction projects
  • Comfortable navigating uneven terrain, stairs, ladders, and changing site conditions
  • Ability to lift up to 50 pounds when necessary
  • Willingness to divide time between office and field environments based on project requirements


Preferred Qualifications

  • Experience supporting government-funded or public-sector construction projects
  • Familiarity with IDIQ contracting vehicles and accelerated construction schedules
  • OSHA 30 certification
  • First Aid and CPR certifications
  • USACE/NAVFAC Construction Quality Control (CQC) certification preferred
  • Professional designations such as Associate Constructor (AC), Certified Professional Constructor (CPC), Professional Engineer (PE), or similar credentials
