Full Job Description
This role supports foremen, their crews, and subcontractors to ensure projects are delivered safely and to the required quality standards. The Construction Manager leads by example in safety and operational excellence, supports team development, and ensures all work complies with company policies, client standards, and applicable regulations.

Safety Leadership
  • Provided visible safety leadership and ensured compliance with company policies, client requirements, and applicable health, safety, and environmental legislation.
  • Foster a positive safety culture through visible leadership, hazard reporting, accountability, and recognition of safe behaviors.
  • Conduct regular site inspections and audits to verify compliance with company safety standards, client requirements, and regulatory obligations.
  • Coach and mentor supervisors on conducting effective site inspections.
  • Audit field-level hazard assessments (FLHAs) to ensure hazards are identified, controls are effective, and documentation is accurate. Coach crews to improve assessment quality.
  • Develop task-specific safe work plans outlining work sequences, hazards, and control measures (MOPs and JHAs).
  • Lead safe work practices in high-risk tower construction activities, including:
    • Working at heights and fall protection systems
    • Development and implementation of fall protection and rescue plans
    • Rigging practices and engineered lift planning
    • Crane and hoisting operations
    • Tower erection, structural modifications, and antenna installations
    • Electrical hazard awareness and control
    • Radio frequency (RF) exposure hazard awareness and mitigation
  • Ensure emergency response plans are developed, communicated, and implemented for each project.
  • Ensure subcontractors comply with company safety requirements, client standards, and regulations, and hold them accountable for safe performance.
  • Assist with incident and near-miss investigations.
  • Provide guidance and mentoring to supervisors and managers on conducting thorough investigations and identifying root causes.
  • Support incident and near-miss investigations, guiding supervisors on root cause analysis, documentation, and corrective actions.
  • Ensure environmental protection.
  • Ensure environmental requirements are met, including waste management, spill prevention, site housekeeping, and regulatory compliance. Work authority when unsafe conditions or behaviors are identified.
  • Ensure corrective actions are implemented promptly before work resumes.


Construction & Site Management
  • Supports Project Managers in the field as their primary on-site point of contact. While not directly responsible for budgets, they are expected to identify and recommend opportunities to improve efficiency and reduce costs.
  • Lead and direct site supervisors and field crews to ensure effective execution of job scope.
  • Coach, mentor, and support field leadership through performance management, one-on-one meetings, and constructive feedback.
  • Promote a collaborative and high-performance team environment focused on safety, quality, and accountability.
  • Coordinate with project managers, engineering teams, subcontractors, and field personnel to ensure efficient project execution.
  • Identify and resolve construction challenges, technical issues, and resource constraints promptly.
  • Escalate site risks, delays, or significant issues to the Project Manager as required.
  • Monitor site work quality and ensure installations meet client standards, engineering requirements, and industry best practices.
  • Support project close-out processes, including documentation, client acceptance, and deficiency resolution.
  • Represent WesTower on client bid walks in the field when required to support PMs.


Requirements
  • Technical Diploma and/or equivalent work experience.
  • Minimum 5 years of relevant telecommunications wireless construction experience.
  • Must have a solid understanding of the nuances of wireless site builds and an in-depth knowledge of what it takes to build or upgrade a cellular site.
  • Ability to participate in the planning and overall management of a project schedule.
  • Understand construction documents and ensure they are complete; protect the owner's and WesTower's interests; clearly define expectations; and provide incentives to perform.
  • Knowledge of construction project costs and budgets.
  • Ability to build a strong team-oriented and HSE-conscious culture at work.
  • Excellent communication and leadership skills.


Work Conditions
  • Travel to various job sites and other project offices will be required.
  • Primarily an office setting with regular field/site visits.
  • Manual dexterity is required to use desktop computers and peripherals.
  • Interacts with upper and middle management, employees, and clients.
