Construction Manager

Location: Tampa, FL (Onsite - James A. Haley Veterans' Hospital)

Employment Type: Full-Time

Schedule: Standard business hours with nights and weekends as required to support project activities, facility operations, and critical construction milestones.
Position Overview

Emerging Tech is seeking an experienced Construction Manager to support infrastructure modernization projects at the James A. Haley Veterans' Hospital in Tampa, Florida. The Construction Manager will oversee all phases of construction project delivery within an active healthcare environment, ensuring projects are completed safely, on schedule, within budget, and in compliance with federal, VA, and project-specific requirements.

The ideal candidate will have extensive experience managing complex construction projects, coordinating multiple stakeholders, and working within occupied healthcare facilities where minimizing disruption to patient care and hospital operations is critical.
Key Responsibilities
• Lead and coordinate construction projects from planning through final completion
• Develop and manage project schedules, budgets, resource plans, and risk mitigation strategies
• Oversee construction activities to ensure compliance with project specifications, quality standards, safety requirements, and regulatory guidelines
• Monitor contractor performance and progress against established milestones
• Review and evaluate change orders, Requests for Information (RFIs), submittals, and construction documentation
• Coordinate with architects, engineers, facility leadership, contractors, and government stakeholders to resolve project issues and maintain project momentum
• Conduct site inspections and project meetings to monitor quality, schedule adherence, and safety compliance
• Prepare and present project status reports, cost analyses, and executive-level briefings
• Support contract administration, claims management, dispute resolution, and project closeout activities
• Ensure minimal disruption to ongoing hospital operations while managing construction activities within occupied healthcare facilities
• Monitor project quality assurance and commissioning activities
• Maintain project documentation and ensure compliance with federal and VA construction standardsRequired Qualifications
• U.S. Citizenship required
• Ability to obtain and maintain a favorable National Agency Check (NACI)
• Bachelor's Degree in Engineering, Construction Management, Architecture, or a related field
• Minimum of eight (8) years of Construction Management experience
• Demonstrated experience planning, directing, and coordinating construction projects involving healthcare facilities, building systems, infrastructure improvements, or federal facilities
• Strong knowledge of Design-Build and Design-Bid-Build project delivery methods
• Experience managing project schedules, budgets, quality control programs, and contractor performance
• Ability to interpret construction drawings, specifications, contracts, and technical documentation
• Excellent communication, leadership, problem-solving, and stakeholder management skills
• Proficiency with construction management software, scheduling tools, Microsoft Office Suite, and SharePointPreferred Qualifications
• Project Management Professional (PMP), Certified Construction Manager (CCM), or similar certification
• Experience supporting Department of Veterans Affairs (VA), Department of Defense (DoD), or other federal construction projects
• Experience managing projects within active hospital or healthcare environments
• Familiarity with federal construction regulations, commissioning processes, and healthcare facility operations
• Experience supporting VA Electronic Health Record Modernization (EHRM) infrastructure projectsWork Environment

This position requires full-time onsite support at the James A. Haley Veterans' Hospital in Tampa, Florida. The selected candidate may be required to work evenings, weekends, and off-hours to support project schedules, facility operations, and critical construction activities. The successful candidate must be comfortable working in an active healthcare environment while coordinating multiple stakeholders, contractors, and construction teams.
