Summary

As a Construction Manager / Senior Construction Manager on the Generation Team, you will oversee the planning, coordination, execution, and monitoring of construction projects, playing a vital role as a key member of the project team. You'll take ownership of all construction-related activities, serving as the APS Designated Representative, plant vendor supervisor, and on-site construction manager for multiple capital projects across various power plant locations.

Your responsibilities include managing contractors and vendors, ensuring adherence to safety, quality, and schedule requirements, and providing expert guidance throughout the project lifecycle. With projects spanning across nine (9) power plants within Arizona and New Mexico, potential for additional renewable energy sites to be added in the future, you'll help drive excellence in project delivery and ensure compliance with APS standards.

Key Responsibilities:
Construction Oversight: Serve as the APS Designated Representative, overseeing all field-based construction activities and ensuring project goals for safety, quality, cost, and timelines are met.
Vendor & Contractor Management: Manage and coordinate with project partners, including engineering service providers, site maintenance and construction contractors, quality control specialists, and safety professionals.
Project Leadership: Lead the execution of multiple simultaneous capital projects, ensuring alignment with APS standards and objectives.
Pre-Construction Involvement: Provide constructability reviews and participate in contract evaluations during the design phase and construction contract bidding process.
Site Supervision: Act as the on-site lead for capital construction activities at any of APS's nine power plants and other renewable energy sites as business needs evolve.
Compliance & Safety: Ensure all projects comply with regulatory, safety, and environmental requirements, working closely with QA/QC and safety teams to mitigate risks.

  • Have proven experience in managing complex construction projects, preferably in the energy or industrial sectors.
  • Possess strong leadership and organizational skills, with the ability to oversee multiple projects and stakeholders simultaneously.
  • Have expertise in vendor and contractor management, including experience with engineering service providers, construction contractors, and commissioning teams.
  • Are skilled in pre-construction processes, such as constructability reviews and contract bid evaluations.
  • Demonstrate a commitment to safety and quality, with experience in ensuring compliance with industry standards and regulations.
  • Are adaptable and capable of managing construction activities across geographically dispersed locations, including travel as required.

Minimum Requirements

Construction Manager
  • A four year Bachelor's degree in Engineering, Construction Management or other job-related field from an accredited college or university
  • Plus four (4) years of heavy industrial experience (e.g., coal/gas generation, Petro chemical, paper, mining, steel, etc.).
  • In lieu of bachelor's degree, combination of college coursework and/or relevant experience (see above) equaling eight (8) years.


Senior Construction Manager
  • A four-year Bachelor's degree in Engineering, Construction Management or other job-related field from an accredited college or university
  • Plus eight (8) years field experience directing construction/modification activities
  • OR eight (8) years heavy industrial experience (e.g., coal/gas generation, Petro chemical, paper, mining, steel, etc.)
  • In lieu of bachelor's degree, combination of college coursework and/or relevant experience (see above) equaling 12 years.


Preferred Special Skills, Knowledge or Qualifications:
  • Experience interpreting, evaluating and working with tasks, critical path scheduling and logic driven project schedules.
  • Experience managing multiple median-to-large scale projects simultaneously.
  • Experience in executing various project management and control techniques such as earned value, resource loading, outage planning and execution and document control.
  • Able to troubleshoot and solve problems within a team structure.
  • Able to read and interpret construction documents, including specifications and drawings.
  • Knowledge of construction standards, OSHA standards and environmental regulations.
  • Strong verbal and written communication skills.
  • Strong interpersonal skills, specifically in the field of construction.
  • Understanding of contract types and their uses in completing work as a representative of the owner (APS).
  • Good computer skills (e.g., word processing, spreadsheets, scheduling, presentations, web-based project portals and document revision and markups).


Major Accountabilities

1) Assists Project Managers in the planning and preparation of project construction activities including cost estimates, schedules, constructability walkdowns, and daily oversight of the execution of capital projects.
Monitors and controls construction cost, field quality and schedules. May coordinate Request for Information (RFI) and change orders with project managers. Identifies trends and takes action to avoid cost and schedule overruns.

2) Assists the Long-Range Forecast (LRF) and/or Capital Budget Item (CBI) development team by communicating constructability constrains and considerations to aid in project scope and budgetary development.

3) Manages resources for project construction to ensure construction team is properly supported and staffed. Communicates with various stakeholders to ensure the smooth flow of support for the assigned project as required by project management.

4) Maintains project team focus on achievement of construction milestones and key project objectives. Identifies construction risks and opportunities. Develops mitigation measures and manages their resolution. Monitors closures of these items. Manages construction related project changes (e.g., changes in work, job conditions, contractor relations, etc.) and takes the appropriate action to communicate and resolve the change to all stakeholders to support the project plan. Assists in the development of construction strategy for capital projects.

5) Ensures work activities comply with all construction Environmental, Health and Safety (EHS) and Human Performance requirements; qualified site clearance and tagging as acceptor and event reporting. Adheres to and maintains compliance with APS EHS audit requirements.

6) Defines the project quality requirements, applicable procedures, and coordinates with associated APS personnel or third-party inspectors as required. Ensures compliance to these requirements and procedures. Ensures required information is included in the project and/or outage schedules.

7) May ensure project construction documents or work orders are adhered to, redlines, as-built and issued for future reference.

8) Resolves differences by encouraging and practicing open communication and accurate interpretation of company policies (and labor agreement, if applicable).

9) Facilitates inspections per specification requirements or oversees the activities to ensure all inspections and repairs are completed thoroughly and on schedule

CIP Requirement:

This position requires Critical Infrastructure Protection (CIP) access consistent with North American Electric Reliability Corporation (NERC) standards. The applicant considered for this role will be required to obtain and maintain CIP access for the duration of employment in this position. A full seven (7) year criminal history will be obtained through the pre-employment background check process (or, for current employees, through supplemental background check process) to fulfill the CIP access requirements. In addition, this position requires an additional background check every seven years to maintain access.

Onsite: Requires work to be performed in the field and/or at an APS facility. Depending on the responsibilities of the role, this may include, but is not limited to, working at a power plant, job site, or in the community.
