Full Job Description
Lawrence Berkeley National Laboratory is hiring a Construction Manager within the Facilities division.

The Facilities Division supports Berkeley Lab through maintenance of buildings, utilities, and grounds; project design and construction; workspace planning; custodial services; and transportation.

In this role, you will independently manage planning and oversight of construction and building maintenance projects performed by subcontractors. Responsibilities include overseeing daily construction activities; ensuring safety, permitting, and quality compliance; developing project scope, schedule, and budgets with subject matter experts; managing procurement; and administering maintenance and service contracts.

Reporting to the Operations Subcontractor Management Supervisor, you will coordinate with Facilities Maintenance & Operations, Facilities Engineering, and other stakeholders to ensure safe, compliant, and successful project execution.

You will:
  • Lead construction management for complex projects and provide technical and administrative oversight of subcontracted facilities maintenance services.
  • Develop project scopes of work with stakeholders, ensuring technical completeness, constructability, and alignment with project objectives.
  • Review work orders, project plans, subcontractor proposals, estimates, and independent cost estimates for technical accuracy, constructability, maintainability, and cost-effectiveness.
  • Support subcontractor procurement, evaluation, selection, purchase requisitions, and serve as the Subcontractor Technical Representative.
  • Develop and manage construction schedules, work plans, work orders, equipment access, shutdowns, permits, and coordination of LBNL craft support.
  • Oversee subcontractor safety by reviewing and approving Subcontractor Job Hazard Analyses (SJHAs) and Site-Specific Safety Plans (SSSPs), conducting pre-job briefings, and ensuring compliance with LBNL, DOE, and applicable federal, state, and local safety requirements.
  • Coordinate inspections and communicate with EHS, Facilities Engineering, building managers, Fire Marshals, inspectors, AHJs, and other stakeholders to ensure quality, compliance, and timely project delivery.
  • Manage project documentation in Maximo, including work orders, submittals, RFIs, change orders, schedules, expenditures, cost forecasts, payment verification, and as-built drawing turnover.
  • Contribute to continuous process improvement, maintain required training and certifications, including Asbestos Contractor Supervisor Training.


Requirements:
  • Bachelor's degree in Construction Management, Engineering, or Business Management or equivalent education/experience.
  • Minimum of eight (8) years relevant work experience, including budget management in a multi-project environment.
  • Extensive experience as a superintendent or professional construction manager for demolition, remodeling, and new construction projects, particularly for government, institutional, or industrial buildings.
  • Strong background in maintenance estimating, planning, and scheduling in complex industrial or laboratory facilities with multiple buildings.
  • Substantive experience as a superintendent managing remodel and new construction projects, particularly in large laboratory research buildings (industry, government, or university).
  • Experience in making decisions aligned with organizational goals and objectives.
  • Experienced in applying planning and scheduling principles to project design and execution.
  • Strong experience in managing and developing time-based plans and schedules.
  • Strong knowledge of State and local building and safety codes, with experience in plan checks and code compliance reviews.
  • In-depth knowledge of California Building Codes and industry standards in the facilities sector.
  • Working knowledge of asbestos abatement regulations (EPA & CAL OSHA), UBC, Fire Code, biological and chemical hazards, and construction safety standards (OSHA, NEC).
  • General understanding of major environmental regulations (RCRA, Clean Air Act, CERCLA, AHERA) and DOE Orders related to environment, health, and safety.
  • Proficient in planning and organizing support efforts and materials for project completion.
  • Demonstrated ability to plan, organize, and estimate multi-craft institutional and commercial renovation/tenant improvement projects.
  • Ability to interface effectively with engineers, clients, craftsmen, and senior leaders
  • Demonstrated client relationship and interpersonal skills, with a customer-focused approach.
  • Excellent oral and written communication skills.
  • Ability to write or interpret equipment specifications and customer requirements.
  • Proficient in using computers for record-keeping, report writing, and communication.
  • Experience in planning, prioritizing, and managing multiple projects simultaneously.
  • Strong ability to solve complex problems, meeting management or budget goals.
  • Ability to take initiative, use sound judgment, and provide effective solutions.
  • Proven conflict resolution skills, balancing workload, and performing under fluctuating priorities.
