Job Summary
The Construction Manager is responsible for the overall leadership, management, and execution of complex water storage tank construction projects across both pedestal (civil/structural concrete) and steel (welded tank) scopes. This role ensures projects are delivered safely, on time, within budget, and to the highest quality standards.

This position combines strategic project leadership with deep field execution expertise, overseeing superintendents and field teams while maintaining hands-on engagement in construction operations. The Construction Manager serves as a subject matter expert across both disciplines and drives continuous improvement in construction methods, safety performance, and operational efficiency.

Responsibilities and Duties
Strategic Leadership
• Lead large-scale, complex construction projects across steel and pedestal scopes from initiation through completion.
• Develop and implement long-term construction strategies aligned with organizational goals.
• Provide oversight across multiple projects, ensuring alignment in safety, quality, budget, and scheduling.
• Represent the organization in high-level stakeholder, client, and regulatory meetings.
Construction Execution Oversight
• Provide direct oversight of construction activities including.
• Steel construction: welding, erection, and tank assembly.
• Pedestal/civil construction: form-setting, concrete placement, and structural work.
• Ensure all work complies with drawings, specifications, and company quality standards.
• Partner with project management and coordination teams to ensure proper scheduling of materials, labor, and equipment.
• Monitor productivity, identify performance gaps, and drive execution improvements.
• Maintain active involvement in field operations to ensure accountability and successful project delivery.

Safety & Compliance
• Champion a strong safety culture and enforce all applicable safety policies and jobsite requirements.
• Ensure compliance with applicable Canadian safety regulations (e.g., provincial OH&S) and industry standards.
• Monitor work sites for hazards and ensure proper use of PPE and safe work practices.
• Interface with regulatory agencies and inspectors as required.

Leadership & Team Development
• Lead, mentor, and develop superintendents and field personnel across both disciplines.
• Conduct performance evaluations, establish development plans, and support career progression.
• Oversee workforce planning including hiring, retention, and crew allocation.
• Promote a culture of accountability, teamwork, and continuous improvement.

Quality, Cost & Operational Excellence
• Ensure adherence to quality standards and industry best practices across all projects.
• Manage and control construction costs, labor efficiency, and resource allocation.
• Lead initiatives to improve construction methods, safety protocols, and productivity.
• Serve as a technical expert and resource for resolving complex construction challenges.

Qualifications
Education
• Bachelor's degree in construction management, engineering, or a related field, or 10+ years of relevant experience in a supervisory role.

Experience
• Minimum 10 years of relevant experience in a steel construction execution capacity.
• Experience with regulatory requirements and industry standards.
• Extensive knowledge of steel tank construction, API, ASME, ACI, and NACE standards.
• Proven track record of delivering large, complex projects safely and profitably.
• Experience directing, training, and motivating field personnel.

Certifications/Licenses
• Certified Project Manager (CPM) or equivalent certification (preferred)
• CPR and First Aid certification preferred.

Knowledge, Skills, and Abilities
• Strong administrative skills utilizing MS suite including Word, Excel, Project
• Steel construction expertise including welding processes (SMAW, GTAW, GMAW, FCAW, etc.) and tank erection and plate construction.
• Civil/pedestal construction expertise including form-setting, heavy concrete placement, structural alignment.
• Knowledge of applicable standards (as relevant to region and project type): API, AWWA, ASME, ACI, NACE.

Working Conditions - Mental Demands / Physical Demands / Environmental Factors
• Tools/Equipment Used: Regular use of hand tools, power tools, digital devices such as tablets, and measurement equipment.
• Posture: The position involves prolonged standing, walking, bending, and climbing. Employees must be able to maintain these postures for extended periods.
• Motion: Frequent motion, including walking on uneven surfaces, climbing ladders, and navigating confined spaces.
• Lifting: Ability to lift and carry objects up to 50 pounds regularly, such as construction materials, tools, and equipment.
• Environment: Work is both indoors at Head Office (50%) with significant outdoor (50%) in various weather conditions, including extreme heat, cold, rain, and wind. The environment may also involve dust, noise, and exposure to hazardous materials. Exposure to high noise levels from machinery and construction activities requires the use of hearing protection.
• Travel Requirements: Regular travel to different job sites, with the potential for overnight stays, is required. Depending on project needs, the role may involve regional or national travel.
• Safety Requirements: Personal Protective Equipment (PPE) such as hard hats, safety glasses, steel-toed boots, and high-visibility vests is mandatory. Site-specific safety orientations and adherence to OSHA regulations are also required.
• Mental Demands: Managing multiple projects under tight deadlines and adapting to changing conditions. Strong organizational and time management skills are essential.
