POSITION OVERVIEW:

The Construction Manager (CM) II is responsible for the overall planning, coordination, and management of construction activities on assigned Quanta Government Solutions (QGS) projects, ensuring work is delivered safely, on schedule, within budget, and in full compliance with contract requirements and applicable federal, state, and local regulations. As a senior project leader, the CM Level II oversees field execution, subcontractors, and project controls across government construction programs and serves as a primary interface with clients, program leadership, and project stakeholders to drive successful outcomes. This is a remote-based position reporting to the Vice President, Project Delivery, and requires regular travel to and on-site presence at active project locations.

What You'll Do
  • Manage the day-to-day execution of assigned construction projects, directing field operations, subcontractors, and trades to ensure work is completed safely, on schedule, and within budget.
  • Serve as the primary point of accountability for project delivery, coordinating scope, schedule, cost, quality, and risk with the project team, clients, and program leadership.
  • Champion and enforce QGS safety programs and a zero-incident culture, ensuring compliance with OSHA, client and DOE/NNSA site requirements, and all applicable health, safety, and environmental standards.
  • Oversee project controls, including schedule development and maintenance, budget and cost tracking, change management, submittals, RFIs, and progress reporting; escalate issues and mitigation plans as needed.
  • Administer subcontracts and purchase orders, managing subcontractor performance, quality assurance/quality control (QA/QC), and contract compliance.
  • Maintain accurate project documentation and reporting in accordance with QGS and federal contract requirements, and prepare regular status updates for leadership and the client.
  • Travel to and provide on-site presence at active project locations as required, and perform additional duties as assigned by the Vice President, Project Delivery.
What You'll Bring

Required Education and Experience

  • Bachelor's degree from an accredited institution in a related field with a minimum of 10 years of full-time experience as a Construction Manager; or a High School Diploma or equivalent with completion of vocational/technical training and a minimum of 12 years of full-time experience as a Construction Manager.

Preferred Education and Experience

  • Bachelor's or advanced degree in Construction Management, Engineering, or a related field.
  • Experience managing construction on federal government sites, including DOE/NNSA facilities, and familiarity with federal contract requirements (FAR/DFARS) and regulated, high-security environments.
  • > 11 Years

 

LICENSES / CERTIFICATIONS:

Required Licenses/Certifications

 

  • Valid driver's license with an acceptable driving record.
  • OSHA 30-Hour Construction certification.
  • Ability to obtain and maintain applicable federal site access and/or security clearance (e.g., DOE) as required by the assigned program or contract.

 

Preferred Licenses/Certifications

  • Certified Construction Manager (CCM) credential.
  • Project Management Professional (PMP) certification.
  • Additional safety certifications (e.g., OSHA 500/510, First Aid/CPR/AED).

 

SUPERVISORY RESPONSIBILITIES:

  • Provides leadership and direction to assigned project field staff (e.g., superintendents, field engineers, QA/QC, and administrative personnel) and directs subcontractor crews; the number of direct reports varies by project size, phase, and assignment.
