Full Job Description
HDR is providing Construction Management Support Services Consultant (CMSS) at the direction of the Los Angeles County Metropolitan Transportation Authority (LACMTA). The Scope of Services of the CMSS is to support the design reviews, construction management, and administration of the construction contract(s) associated with various capital improvements projects (Projects), and to ensure that the construction of these Projects is administered and completed in compliance with contract requirements and government regulations. One of the Key projects that HDR is supporting LACMTA is The LA Metro Vermont Transit Corridor Bus Rapid Transit (BRT) project, a 12.4-mile, side-running, zero-emission transit line running along Vermont Avenue from Sunset Boulevard to 120th Street, scheduled to open in 2028. LACMTA expects that the CMSS staff will be part of a fully integrated construction project team with LACMTA in the support project office. CMSS staff shall have the specialized technical and administrative expertise to assist and support the services described herein and to perform the necessary project reporting requirements and control procedures established by the LACMTA. In the performance of the Scope of Services, CMSS staff shall adhere to and comply with all LACMTA current policies and procedures. CMSS staff, as part of a construction project team, shall respond to and receive functional direction from LACMTA staff on their day-to-day performance of the Scope of Services consistent with the organizational chart. Construction Inspector Construction Inspector shall be experienced in the type of construction required for rail, bus, highways, joint development and transit facilities. Under the direction of the Field Engineer or Lead Inspector or Senior Construction Inspector performs a wide variety of construction inspection work in a field setting. Construction Inspection Staff will: 1 Visits construction sites and inspects each stage of construction up to completion. Interpret plans, specifications, and codes to verify contract conformance. 2 Assists in obtaining permits from utility companies for services to construction sites. 3 Support and assist in monitoring construction sites for safety violations. 4 Prepares non-conformance reports when work is not performed to the approved standards 5 Maintains daily activity logs and daily inspection reports (DIR) including project photos in DIR. The DIRs shall be written in MS Word with photo embedded into DIR then a digital along with signed PDF copy shall be kept in a safe electronic file system. 6 Support and assist in reviewing submitted shop drawings for any deviations from contract documents. 7 Support and assist in reviewing and/or prepares interim progress reports for contractor payments. 8 Support and assist with monitoring contractor-testing activities. 9 Prepares reports on labor, material, and equipment on site. 10 Support and assist in confirming construction conform to plans and specifications; if not issue non-conformance reports for corrective action. 11 Support and assist with reviewing, approving, and rejecting construction materials based on conformance with specifications. 12 Performs inspections of building and facility projects to determine the quality of workmanship and materials used, such as foundations, building, electrical, plumbing, and mechanical systems conform to the contract documents, applicable codes and state and federal requirements. 13 Arranges, coordinates, and support and assist with overseeing special inspections such as structural masonry, structural steel, welding, and reinforced concrete; technical inspections such as electrical, mechanical, landscaping, soil testing, concrete and asphalt mixes, and reinforcing steel; checking test results for conformance to specification requirements. 14 Assists in maintaining, supporting, and promoting a safe work environment while complying with LACMTA's safety rules, policies, and procedures. Preferred Qualifications - A minimum of 5 years of field experience on heavy construction projects, transportation, or transit construction projects for the appropriate disciplines including utilities, geotechnical, civil roadway, structural, electrical, ductbank and communications - Bachelor's degree in Engineering, Construction Management or another related field is desirable - Valid California Class C driver's license - Able to obtain Cal-OSHA/OSHA 30-hour training certification prior to work Qualifications Required Qualifications - Requires high school diploma or equivalent. (Candidates with 8 years of relevant construction inspection experience may substitute experience for a high school diploma) - A minimum of 5 years experience - Proficient with MS Office (Word/Excel/Outlook) - Strong written communication skills - Ability to work independently and as part of a team - An attitude and commitment to being an active participant of our employee-owned culture is a must - HDR's Drug and Alcohol Policy supports our commitment to employee safety and exceeding client requirements.
